To the Residents of Clinton, especially those on Outer Main Street:
I hear you. Iāve seen the comments and Iāve talked to the neighbors. Youāre frustrated with the "madness" on the river side of Outer Main Street, and as your Chief, I want to have a straight conversation about what weāre doing, what weāre up against, and why things arenāt always as "silent" as they seem.

THE BUDGET & STAFFING REALITY: HELP US HELP YOU
Right now, the Clinton PD is a small but dedicated team, but we are spread incredibly thin. We are currently allowed just 3 full-time officers and 25 hours a week for myself. With one officer currently at the Academy, our daily patrol is just two guys supplemented by part-time help. We handle roughly the same call volume as Winslow or Oakland, but with a fraction of the staff.
This year, there will be a vote to add a much-needed 4th full-time officer to our department. The budget committee did not recommend it due to tax concerns, and while I understand their position, our current staffing is simply not enough to be everywhere at once. We need your help at the polls to change this.

WE ARE GETTING RESULTS
Despite the thin line, we arenāt sitting still. In the last week alone, we arrested 6 individuals affiliated with local drug spotsāwith a local deputy providing critical help by taking 4 of those individuals into custody himself.
Major Drug Seizures: Last year, we took over 2,000 grams of drugs off our streets. This year, a single stop netted over 6 lbs.
Justice for Victims: Roger Smith recently presented cases that resulted in nearly 50 years of prison time for those who assaulted children.
Direct Action: Officer Josh recently recovered "Debbieās" stolen car after a chase into Skowhegan, returning it undamaged.

UPDATE ON THE BODY RECOVERED (BILLāS CASE)
We worked tirelessly to find Bill. We never stopped searching or interviewing. Based on information we gathered in July, the State Police evidence team came to town and located him.
Why the silence? Once the Medical Examiner determined the death was not natural, the case legally became a State Police investigation. We no longer have jurisdiction and, by law, it is not our place to release details. The State Police team is also managing a heavy caseload (having handled 8 homicides last summer alone), but the investigation is active.

ADDRESSING THE PROPERTIES & "PROBABLE CAUSE"
Regarding the "madness" and the makeshift shelters: we must operate within the law. We need solid, legal probable cause to enter a property. However, there is movement:
Outer Main (River Side): The property owners are currently going through the legal process of having the occupants evicted. The second we get that court order in hand, we will get them out.
The "Farm": The Town is moving forward here as well. The property has been declared unsafe and uninhabitable. That process is in motion; for further specifics on this, please see Code Enforcement.
The Dogs: Regarding the two starving dogs taunting the neighborhood, we have responded to every single call. We havenāt caught them yet, but we are not ignoring the situation.
THE BOTTOM LINE:
We are doing more with less every single day because we care about this town. We are tired of the madness, too. Weāll keep showing up, keep making arrests, and keep pushing for the resources we need to keep Clinton safe.
