Professional Development and Collaboration Across Missouri’s RPCs & COGs

Last week, Executive Directors from Missouri’s rural Regional Planning Commissions and Councils of Governments, including Kaysinger’s Ashley Swartz, gathered in Southeast Missouri in Perryville for the annual Missouri Association of Councils of Government (MACOG) Professional Development Retreat and Training.

The training provided an opportunity to collaborate on key topics such as programming, legislation, Human Resources, housing, community and economic development, and transportation planning.

Participants heard presentations from Community Development Block Grant (CDBG), MODOT on the Long-Range Transportation Plan and State Freight and Rail Plan, and Missouri’s Sunshine Law.

The group also enjoyed several mobile tours showcasing the region’s assets, including the American Tractor Museum, Missouri’s Veterans Memorial, the National Shrine of Our Lady of Miraculous Medal, the SEMO Port Authority, and downtown Cape Girardeau.

Kaysinger is deeply saddened by the passing of our longtime board member and friend, Dick Fleming. Dick faithfully served on our board for many years, bringing wisdom, kindness, and a true dedication to the people of our region.

His vision and leadership were instrumental in bringing State Fair Community College to Clinton, an achievement that continues to make a lasting difference in countless lives. Beyond his many accomplishments, Dick will be remembered for his generosity, his encouragement, and the way he always championed others.

We are grateful for the time, passion, and heart he shared with our organization and our communities. Dick’s legacy will continue to inspire us, and he will be greatly missed.

Our deepest condolences go out to his family and loved ones during this difficult time.

2025 Transportation Alternatives Program Award Announcement

The Missouri Department of Transportation is pleased to announce the award of the 2025 Transportation Alternatives Program projects.

The Transportation Alternatives Program (TAP) was authorized under Section 1122 of the Moving Ahead for Progress in the 21st Century Act (MAP-21) and is reauthorized under the Bipartisan Infrastructure Law (BIL). The goal of the program is to expand transportation choices and enhance the transportation experience through categories of activities related to the surface transportation system. The TAP focuses on non-motorized transportation projects with an emphasis on bicycle and pedestrian facilities.

Forty projects were selected, totaling over $14 million in federal TAP funds with a total project cost of $19.47 million. This funding is for projects located outside of the State’s three urban Transportation Management Areas. Please see the link below for a complete list of the project awards.

The sponsors of awarded projects will soon receive an official notification of their project award from their MoDOT District Local Public Agency program coordinator, detailing the next steps in the TAP project implementation process.

Local public agencies are reimbursed for eligible project costs at a maximum rate of 80 percent, with the local agency providing a minimum 20 percent match.

Kaysinger was excited to kick off the St. Clair County Hazard Mitigation Plan update today!

Community leaders and partners gathered this morning in Appleton City to begin the process of identifying hazards, assessing risks, and planning for a safer, more resilient St. Clair County.

This plan is a vital tool for protecting people, property, and infrastructure—and for positioning the county to access future federal funding for mitigation projects.

Thank you to everyone who attended and shared their input today. Some of the group even continued the great conversations over lunch at the Farmhouse afterward!
