With the County’s support, another 78 acres in Johnston will remain in farming forever.

The Johnston Soil and Water Conservation District, on Wednesday, purchased two conservation easements — one for 52.66 acres and another for 25.31 acres, both along Johnsons Chapel Road north of Benson.

Dewitt Hardee and his wife, Lynn, own the land, which has been in the Hardee family since before the Civil War. “I began farming this land myself after my father became disabled following an automobile wreck in 1974,” Dewitt Hardee said. “I was 14 and a freshman at South Johnston High School.”

The family raised hogs and grew to***co, sweet potatoes, corn, soybeans, wheat, rye and vegetables. Today, they lease the land to another farming operation while using some of the acreage for timber management and nursery crops. “It is important to me and the family to keep the land in farming and forestry so future generations will have the ability to produce food and fiber,” Hardee said.

Like many Johnston farm families, the Hardees have received calls from developers asking them to sell their land. “We tell them it is family inheritance and we like the land better than money,” Hardee said. “It is not for sale. It is for future generations to enjoy.”

The Hardees have two adult children, Melanie, a doctor, and Jonathan, a conservationist with the Natural Resources Conservation Service, part of the U.S. Department of Agriculture. “Both have plans to come back to the farm and live,” Hardee said, noting that Jonathan and his fiancée are already developing a site for a house.

Under a conservation easement, a landowner essentially sells his development rights, keeping the land in farming in perpetuity. The amount paid is the difference between the land’s value as a farm and its value if sold for development.

Greg Walker, head of the Johnston Soil and Water Conservation District, welcomed the opportunity to preserve more farmland in the County. “We are most happy to close these two easements for the Hardee family,” he said. “These are some of the first ones to come in our door.”

More easements are on the way, Walker said, noting strong interest among Johnston farm owners. “We have four more parcels fully funded and are making plans to finalize them over the next three to five months. After those four parcels, we have four more with partial funding.”

Soil and Water relies on federal, state and, often, local dollars to purchase conservation easements, which are a one-time payment to the landowner. The Hardees received a total of $813,000 — $552,000 for the larger tract and $261,000 for the smaller one. In this case, the funding came from the state’s Agricultural Development Farmland Preservation Trust Fund and the U.S. Department of Agriculture’s Agricultural Land Easement Program. Walker’s office helped prepare the grant applications and due-diligence documents, and it secured funding for the survey, title search and closing costs.

The Johnston County Board of Commissioners on March 16:

🔵 Rezoned 28.38 acres near Cleveland and Pierce roads in Cleveland Township for heavy industrial use. During a public hearing on March 2, nearby homeowners opposed the request, which includes plans for two spec buildings. But since then, the developer has agreed not to pursue certain types of tenants, including data centers, asphalt plants, concrete plants, and most types of manufacturing. The terms of the rezoning would allow packaging and distribution of manufactured products. Also, the developer has agreed to increase the vegetative buffer between one building and the nearest homes.

🔵 Stated its intention to borrow up to $134.5 million for construction of a new Clayton High School on the existing campus. The borrowing would still be subject to state approval. Commissioners will hold a public hearing on the borrowing plan at 10 a.m. Monday, April 6.

🔵 Encouraged the public to attend a town hall meeting on the draft Unified Development Ordinance. The meeting is scheduled for 6 p.m. Monday, March 23, at the Johnston County Agricultural Center, 2736 N.C. 210, Smithfield. County staff and consultants will give an overview of the proposed UDO, address misconceptions and answer questions. Afterward, attendees will have the chance to visit information stations with detailed materials. They’ll be able to ask questions directly to County staff and provide feedback.

🔵 Adopted a resolution supporting the N.C. Department of Transportation’s plan to make improvements to the intersection of Cleveland and Steel Bridge roads. The planned improvements include a traffic signal and turn lanes.

🔵 Proclaimed March 15-21 as National Surveyors Week in Johnston County. The proclamation notes that surveyors “are essential to the orderly growth and development of our communities.” They accurately provide the measurements that “form the foundation of property ownership, infrastructure development and construction.”

🔵 Asked the N.C. Department of Transportation to add the following streets to its maintenance list: Dasu Drive, Suhani Lane and Ravibha Court in Barbour Farm subdivision in Wilson’s Mills Township; and Maxwell Farm Lane in Maxwell Farm subdivision, Micro Township.

🔵 Declared the following Public Utilities vehicles surplus and agreed to sell them at auction: a 2002 Chevrolet Silverado 1500 with a four-door cab, four-wheel drive and 251,947 miles; a 2005 Chevrolet Colorado with 210,471 miles; a 2008 Chevrolet Silverado with a four-door cab, four-wheel drive and 255,949 miles; a 2008 Chevrolet Silverado with a four-door cab, four-wheel drive and 210,524 miles; a 2015 Chevrolet Silverado 1500 with 168,544 miles; a 2016 Ford F-150 with 229,911 miles; a 2018 Ford F-150 with 157,646 miles; a 2018 Ford F-150 with 187,654 miles; a 2019 Ford F-150 with 192,500 miles; a 2019 Ford F-150 with 184,419 miles; and a 2020 Chevrolet Silverado 1500 with 174,464 miles.

🔵 Added the following grants, donations and miscellaneous revenue to the departments listed: Public Health, $119,237 for a Medicaid cost study, mental health care and family planning; Jail, $694.68; Library, $9,197; Sheriff, $24,318.92; and Social Services, $26,757.53. Commissioners also accepted a $353,764 grant, which would flow partly to JCATS, the County’s public transportation service.

🔵 Took no action after a closed session on a personnel matter.

On March 23 at 6:00 p.m., the Johnston County Board of Commissioners will host a Town Hall meeting to present the draft Unified Development Ordinance (UDO), address community questions, and gather public feedback. The meeting will take place at the Johnston County Agricultural Center, located at 2736 N.C. 210 in Smithfield, N.C. There will be no vote on the UDO at this meeting.

The meeting will start with a presentation on the UDO from County planning staff and will be live streamed on the County’s YouTube channel. We'll also take some time to clear up rumors regarding the UDO. Following the presentation, staff will host a brief Q&A and then attendees will have the opportunity to participate in a floating informational session. Information stations will be set up around the room, giving residents the opportunity to review detailed materials, ask questions directly to County staff, and provide feedback.

Always an opportunity to learn from other commissioners at every NCACC event. This one was no exception. And, a chance to renew friendships and build new ones.

My family puts up with a lot from me under normal circumstances. During the campaign, they put up with a lot more! I signed up for it all, they didn’t. They wanted to defend their husband, dad, father-in-law. But, they took the high road. They channeled that into love and support through the highs and the lows. Thankful for all of you for agreeing to get the boys to that frozen photo shoot. Thank you for the constant texts, calls, and prayers.

To my wife, and social media consultant, Kimberly Carroll Lawter. You put up with the most while getting the least of my time. You are there for the encouraging word and kick in the pants, whichever I needed. Now relax and enjoy being Kiki and Mrs.Kim. And, most of all, not worrying about content!

To my oldest daughter, Sara Rush, thank you for being my princess-warrior. Couldn’t think of any better words to describe you. If you met her during the campaign, you know. If you already knew her, you know. Now you can get back to being a full-time friend to all, sister, wife, and Mom.
