We would like to introduce you to Officer Todd Russell who is assigned to the Marvin Vinson Center, Spadra and Redlick Trail System, parks, and special events. He has held this position for a few years now after serving over 20 years in law enforcement.

Our Spadra Nature Trail System is a great way to enjoy the outdoors in our beautiful community. There have been reports of owners allowing their dogs to run loose on the trail, and Animal Control has and will continue to address this.

Please remember that the City of Clarksville has a leash law for dogs, especially on the trails and at the parks.

If you have a report of a dog running loose, you can contact Animal Control. If you have any further issues at the nature trail system or parks, you can also speak to Officer Todd Russell by contacting the Johnson County Dispatch Center (479-774-6911) or the Marvin Vinson Center (479-754-5050).

The Clarksville Police Department will be participating in the National Seat Belt Campaign - Click it or Ticket. This is in partnership with the Arkansas State Police and National Highway Traffic Safety Administration May 18th through May 31st.

Here are stats that were provided by NHTSA.

-On average, every 54 minutes a passenger vehicle occupant not wearing a seat belt dies in a traffic crash.
-In 2024, 9,758 passenger vehicle occupants killed in traffic crashes were not wearing seat belts.
-The national estimate of seat belt use during the day by adult front-seat passengers in 2024 was 91.2%.
-In 2024, more unrestrained passenger vehicle occupants died in traffic crashes at night (5,364) than during the day (4,319).
-In 2024, 56% of passenger vehicle occupants killed at night (6 p.m.–5:59 a.m.) were not wearing their seat belts.
-Among young adults 18 to 34 killed while riding in passenger vehicles in 2024, 59% were completely unrestrained — one of the highest percentages for all age groups.
-Men make up the majority of those killed in traffic crashes. Men are also overrepresented in unrestrained passenger vehicle occupant fatalities with 53% of men and 40% of women dying without a seat belt in 2024.

I would like to share with you information regarding a recent arrest. This is only one example of the many that shows the commitment to the community that our patrol division exhibits each shift.

-Sergeant Smith

On May 3, 2026, officers were dispatched to an address in Clarksville regarding a stolen antique sign (valued at $2800). Upon arrival, officers learned that that the sign was green and white and said “CITIES SERVICE”. Throughout the investigation, suspect information was developed for one of the suspects. This led to learning that a trooper with the Arkansas State Police (ASP) Troop J arrested one of the suspects for a warrant, just prior to the sign being reported as stolen. The patrol division, having worked closely with ASP each shift, was able to communicate with the trooper, learning that the stolen sign was in the back of the suspect’s vehicle at the time of arrest. The sign was soon after located and returned to the owner, and the suspect has since been charged with Theft of Property, awaiting a probable cause hearing for his arrest.

From 2019-2021, NHTSA conducted a study at several trauma centers and medical examiner offices involving drivers who were seriously injured or killed. The study found that about 26% of those drivers had active THC in their system.
