"The general public looks at people out panhandling or asking for money and thinks that that's what homelessness looks like. That could not be more inaccurate," Finn said. "It is people with extensive work histories, it is families, it is young people. And I just think that if people understood who is really homeless, they might be inspired to help in some way."

As housing costs continue to rise and more families struggle to make ends meet, homelessness is becoming an increasingly urgent issue.

"Strategies to End Homelessness provides help for people without housing in Hamilton County. Executive Director Kevin Finn says the housing first model is an accepted best practice for organizations like STEH.

"Housing is absolutely critical to people being able to appropriately address whatever the issues were that led to them becoming homeless," he says. "Whether that be mental health and substance abuse or whether it be underemployment or something like that."

New federal funding criteria for helping people without homes emphasizes mandatory treatment for addiction and mental illness over providing housing first. The head of a local service provider says that doesn't match the need his organization sees.

“I’m confident that, by working with SVP over the next few years, we will innovate and change how homelessness is addressed not just in Greater Cincinnati, but in homeless services systems around the country,” Finn said.

STEH will receive $60,000 over the next three years to help expand its data-driven approach to preventing homelessness.

"The current reality is that the federal government is kind of dragging its feet about getting this money out, even though it has been officially awarded," Finn said. "[And] HUD is not fully staffed, so we're expecting that what is normally a one month or so delay will be longer this year."

The organizations that provide services say they can cover about half the funding for five months; they want to borrow the other half from the city and Hamilton County.
