Body Cam vs. The Citizen Complaint Authority
​Porkopolis Insight doesn’t just report the news; we show you the reality. We’ve moved beyond concepts—now, we’re looking at the actual footage of the interaction between Steven Smith and Sergeant Campo ( -113) of District 3.

​In this video, you can see the physical reality of the situation at Glenway Avenue:
​The Block: Sergeant Campo’s cruiser is positioned in a way that restricts movement, creating a "detainment" in practice.
​The Exchange: At, you can hear the frustration as Mr. Smith points out the Sergeant is "blocking everybody's mode of travel."
​The Allegation: Mr. Smith directly challenges the Sergeant at, stating that this authority is being used as "revenge."
​Who Allowed This?
​The Citizen Complaint Authority (CCA) reviewed this footage and found "no wrongdoing." Despite the clear restriction of movement, they chose to accept the officer's justification over the citizen's experience.
​On September 4, 2024, the CCA Board met to finalize their findings on Case No. 24065. The decision to accept the "no wrongdoing" recommendation was moved and supported by:
​Wanda Spivey (Former Board Member who moved the motion)
​John J. Williams (Current Board Chair who seconded the motion)
​At the time, the CCA was led by Interim Director Dena Brown. Since then, John Kennedy Jr. has taken over as the permanent Director (as of August 2025).
​The Porkopolis Perspective
​When a citizen is pinned in a parking lot and the oversight body—led by individuals like Burbanks, Williams, and Spivey—dismisses it as "routine performance of duty," the system is failing.
​If the CCA won't call this an improper stop, who is actually watching the watchmen? We believe accountability means acknowledging the impact on the citizen, not just rubber-stamping the excuses of the officer.

The Glenway Ave Lockdown: A Case of "Administrative Oversight"
​Porkopolis Insight returns to a pivotal moment from 2024 that highlights the ongoing disconnect between the Cincinnati Police Department (CPD) and the citizens they serve.
​On March 14, 2024, at 5223 Glenway Avenue, Steven Smith found himself in a situation that many would call an illegal detainment, but the city later classified as a routine "performance of duty."
​According to reports, Sergeant Christian Campo ( -113) of District 3 responded to the location to disperse a group of youths. In the process, he positioned his cruiser directly behind Mr. Smith’s vehicle, effectively pinning him into a parking spot. When Mr. Smith requested that the Sergeant move so he could leave, the request was met with a refusal.
​The Findings vs. The Reality
​Mr. Smith filed a formal complaint (CCA Case No. 24065) alleging:
​Improper Stop
​Harassment
​Discourtesy
​Mr. Smith specifically noted that he felt this interaction was a continuation of previous friction with the department—specifically an April 2023 encounter involving an improperly parked cruiser and a subsequent retaliatory parking ticket.
​However, the Citizen Complaint Authority (CCA) investigation concluded that Sergeant Campo did not "intentionally" stop Mr. Smith. They claimed the Sergeant was simply focused on the youths in the lot and that his Body Worn Camera (BWC) footage corroborated his side. Despite the physical reality that Mr. Smith was unable to leave the premises due to the placement of the cruiser, the CCA cleared Campo of all wrongdoing.
​The Porkopolis Perspective
​This case is a textbook example of why Porkopolis Insight exists. When an officer’s vehicle prevents a citizen from leaving a scene, that is—by definition—a restriction of movement. To have an oversight body dismiss the physical reality of being blocked in as "no wrongdoing" suggests a system that prioritizes officer intent over citizen impact.
​If a citizen can be pinned in a parking lot without a clear legal reason, are we truly free to move about our city? Or are we only "free" when it doesn’t inconvenince a Sergeant's morning?

A "Joke" at the Station? The Newest Detective in Norwood
​While a jury in Adams County just ruled against Detective Brian Newland and other deputies in their lawsuit against Afroman, it seems the Norwood Police Department is already "welcoming" their new hire with a bit of office humor.
​Reports have surfaced that a photo of the artist Afroman was placed on Detective Newland’s computer as a prank by fellow officers. While the department might see this as a joke, the facts surrounding Newland's departure from Adams County are anything but funny:
​* The Trial: On March 18, 2026, a jury rejected the deputies' claims against Afroman, effectively protecting the artist's right to highlight police conduct.
​The Missing Cash: During the trial, Newland admitted under oath to a "miscount" of $400 in cash seized during the 2022 raid on Afroman's home.
​Community Trust: For a department to treat a lawsuit involving civil rights and missing evidence as a punchline raises serious questions about the culture and oversight in Norwood.
​As residents, we deserve to know if the city vetted this hire and if they are taking these documented "miscounts" seriously. Is this the kind of conduct Norwood taxpayers are funding?

The Adams County Raid – A Closer Look at the Faces Behind the Badges

​In a county of only 28,000 people, the line between "public servant" and "neighbor" is supposed to mean something. But when you look at the 2022 raid on Afroman’s house and the lawsuit currently in court this week, that line looks more like a target.
​Take Lieutenant Lisa Phillips. In a small town, you see the same people everywhere. Phillips has been seen at the local schools talking to Afroman’s kids on multiple occasions. It’s a strange kind of "community policing" when one day you’re a friendly face at school and the next you’re part of a tactical team kicking in their front door and "miscounting" the family's cash.
​Then there is Detective Sergeant Brian Newland. He’s the one who actually wrote the warrant for kidnapping and trafficking—charges that turned up absolutely nothing. More importantly, he’s the one caught on security footage reaching up to unplug the cameras. It raises a simple question: if everything being done is legal and above board, why is a high-ranking detective so desperate to kill the lights?
​Usually, the only people who disable cameras before they enter a house are the ones who don't want a record of what they’re about to do.
​This isn't just about one bad raid. It’s about a department that has been rotted from the top down. We already saw former Sheriff Rick Reigenborn and Undersheriff Tommie McLallen plead guilty to felony forgery for faking their own training records. When the leaders are caught lying about the very standards that qualify them to wear a badge, you have to look at the deputies they trained.
​The "missing" $400 discrepancy—which the department conveniently called a "miscount"—was serious enough that the Clermont County Sheriff’s Office had to be brought in for an outside investigation.
​These are the seven officers who sued a civilian for "humiliation" because their own actions were caught on tape:

​Lisa Phillips

​If you want to be outraged, don’t be outraged at your neighbor. Be outraged that the names on the Epstein/Little Saint James list are still being protected by a system that thinks it's untouchable. That’s not a partisan issue; that’s a human one.

STOP VOTING FOR THE SAME 50 PEOPLE. I’m looking for a specific kind of man. I’m looking for a leader who knows the price of a gallon of milk because he’s the one buying it after a 10-hour shift.
​We don't need another ivy-league lawyer. We need a President with a pulse. Are you out there?
​You’re roughly 40 years old.
​You’ve got a family you’d do anything for.
​You’ve got a "past"—maybe a felony from your 20s that you’ve spent the last two decades outgrowing.
​You’ve walked through the fire of addiction and come out the other side clean for 13+ years.
​You bust your ass every single day and still feel like the system wasn't built for people like us.
​Why you? Because you can’t be bought. You’ve already been at the bottom, so you aren't afraid of the climb. You understand redemption because you are redemption. You know that a mistake at 19 shouldn't define a man at 40, and you know that our country needs a "Clean Slate" just as much as you once did.
​The Constitution says you’re eligible. Common sense says you’re necessary.
