Carolyn Adams is the founder of Signal 99, a widely followed Public Safety platform that actively shapes discourse at the intersection of Public Safety and the Criminal Justice System. Through Signal 99, Adams has established a forceful and independent voice for those who serve, as well as professionals within the Criminal Justice System—while also influencing policy conversations, leadership accountability, and electoral dynamics tied to Public Safety.
Signal 99 operates with the support of a 34-member team, providing depth in sourcing, analysis, and operational insight across Police, Fire, Emergency Communications, and the legal system. Through this structure, Signal 99 maintains a far-reaching network that surfaces critical information, informs reporting, and drives sustained attention to issues often overlooked or
minimized. Grounded in disciplined analysis of primary-source materials—including transcripts, CAD data, and court records—Signal 99 identifies systemic failures, data inconsistencies, and leadership breakdowns that directly impact both community safety and First Responder effectiveness. Its reporting does more than inform—it influences. Signal 99 routinely shapes public narrative,
drives media follow-up, and contributes to political and policy pressure surrounding Public Safety decisions.
In addition, Signal 99 develops Public Safety–focused initiatives, including First Responder retirement planning programs and advocacy efforts centered on governance reform,
transparency, and structural accountability.
Adams’ leadership reflects a clear objective: to ensure that those entrusted with Public Safety—
