Reports, Arrests and Citations

Incident Reports:

May 12th, LCSO completed an investigation of theft occurring in the 11000 block of LIV 2313 in which a ladder had been taken from a worksite. An incident report was completed and is being forwarded to the Prosecuting Attorney’s Office for consideration of formal charges.

May 12th, LCSO assisted Missouri State Highway Patrol with a warrant arrest.

May 12th, deputy responded to the 100 block of South Grant Street in Wheeling in reference to a possible vehicle tampering incident. Nothing was found to be stolen or missing at the time. An incident report was completed to be kept on file.

May 17th, deputy responded to the 400 block of North Main Street in Ludlow for a report of a verbal domestic disturbance. One party claimed another individual was not allowing her to leave or have their cell phone and the other party claimed the altercation occurred over a dispute due to a phone charger. Both individuals were advised to stay away from one another, and a report was completed to be kept on file.

May 22nd, LCSO and MSHP responded to the 100 block of North 5th Street in Wheeling in reference to a domestic disturbance. The dispute was determined to be verbal in nature and the parties were separated. An incident report was completed to be kept on file.

May 23rd, LCSO took a report of property damage in the 11000 block of LIV 224. The reporting party advised they had discovered a hole in the taillight of their vehicle that appeared to have been made by a .22 caliber bullet. The RP estimated the damage to be in the amount of approximately $100 and only wished the report would be kept on file and requested extra patrol in the area.

May 26th, deputies responded to the 300 block of North Grant Street in Wheeling for a well-being check on an elderly person. Unfortunately, the individual was found to be deceased and the Livingston County Coroner’s Office responded to take possession of the individual. Our thoughts are with the family and friends of the deceased.

May 26th, LCSO took a walk-in report of property damage occurring in the area of LIV 261 East of Chula. The victim reported damage to farmland likely occurring from off-road vehicles. Investigation continues.

May 26th, deputy took a walk-in fraud report in which a county resident advised someone had made unauthorized charges of $180.40 on their bank account. Investigation continues.
May 31st, deputy took a report of potential stalking from two Mooresville residents. Information was taken and the investigation continues.

May 31st, LCSO and MSHP responded to the 100 block of North 5th Street in Wheeling in reference to a domestic disturbance. Upon arrival, the parties were discovered to be separated with one actively moving out of the residence. An incident report was created to be kept on file.

Arrests:

May 15th, Briar Stauffer, 35, Ludlow was arrested in the 3000 block of LIV 4244 for an assault. Stauffer was processed and transported to Caldwell County Detention Center pending formal charges.

May 21st, Bailey Ferbert, 25, Saint Joseph, was arrested for driving while revoked/suspended on U.S. 36 near LIV 425. Ferbert was processed and released on summons.

May 27th. Caleb Story, 24, Chillicothe, was arrested near the area of Old Highway 190 and LIV 233 for driving while revoked/suspended second or subsequent offense. Story was processed and released on summons pending court appearance.

May 27th, Bobby Sprouse Jr., 22, Dawn, was arrested for driving while suspended after being stopped for traveling 70 MPH in a 55 MPH zone on Missouri 190 near LIV 235. Sprouse Jr. was processed and released on summons pending initial court appearance.

May 30th, Yelian Rodriguez, 33, Kansas, was arrested for traveling 94 MPH in a 65 MPH zone on U.S. 36 near LIV 405. Rodriguez was processed and released after posting $250 cash bond.

May 31st, Jonathan Castro-Elizalde, 19, Kansas City, was arrested for operating a vehicle on highway without a valid license and driving while intoxicated on U.S. 36 near LIV 405. Castro-Elizalde was processed and released on summons.

Citations:

May 16th, Jacob Krigbaum, 23, Illinois, was issued a citation for traveling 89 MPH in a 65 MPH zone on U.S. Highway 36 near State Highway B.

May 16th, Rayan Al-Hamdi, 23, Gladstone, was issued a citation for traveling 87 MPH in a 65 MPH zone on U.S. 36 near LIV 261.

May 16th, Tyler Schimming, 18, Philadelphia, was issued a citation for failing to register a motor vehicle with Missouri DOR on U.S. 36 near LIV 261.

May 18th, Delano Fisher, 25, Macon, was issued a citation for failing to register a motor vehicle annually with the Missouri Department of Revenue on U.S. 36 near LIV 277.

May 19th, Robert Wilson, 51, Chillicothe, was issued a citation for failing to register a motor vehicle annually with Missouri DOR at Washington and 1st Streets in Chillicothe.

May 20th, Sharmara Wells, 45, Michigan, was issued a citation for expired registration on U.S. 36 near S. Mitchell Street.

May 28th, Taylor Hurley, 20, Oklahoma, was issued a citation for traveling 90 MPH in a 65 MPH zone on U.S. 36 at LIV 251.

May 30th, Darnell Clark, 37, Illinois, was issued a citation for traveling 86 MPH in a 65 MPH zone on U.S. 36 near LIV 251.

**IMPORTANT NOTICE**

Many of these traffic violation citations were a result of deputies working on overtime grants provided by the Missouri Department of Transportation. These programs fund traffic enforcement projects through reimbursements collected by Livingston County. Visit https://www.modot.org/highway-safety-grants for more information.

Please join me in welcoming Deputy Judah Monroe!

Judah grew up in Seattle before moving to Warrensburg in 2015. He graduated from Warrensburg High School in 2019.

Before beginning his law enforcement career, Judah worked as a Certified Medical Assistant for three years. He later attended and graduated from the Central Missouri Police Academy in December 2025. In 2026, Judah joined the Livingston County Sheriff's Office, where he continues pursuing his passion for learning and serving the people of Livingston County. His long-term goal is to join the Missouri State Technical Assistance Team (STAT) to better assist communities throughout the state of Missouri.

In his free time, Judah enjoys playing video games and spending time with friends and family.

LIVINGSTON COUNTY SHERIFF’S OFFICE
NOTICE TO BIDDERS

Notice is hereby given that bids will be accepted by the Livingston County Commission until 10:00 a.m. on Thursday, June 11th, 2026.

The Livingston County Sheriff’s Office is requesting bids for professional cleaning, surface preparation, and coating of the exterior brick masonry, associated trim and metal awnings for the building located at 901 Webster Street in Chillicothe, Livingston County, Missouri. The goal is to provide a durable, breathable finish that protects the structure while also giving a fresh and clean look to the building.

The scope of work is to include the following:
• Preparation of brick surface to be painted
• Preparation of metal awnings, gutters and trim to be painted
• Mask windows, doors and walkways
• Apply paint in the hue of Steely Gaze PPG0996-2 to brick surface
• Apply black paint to metal awnings, gutters and trim surface
• Remove all project related debris

Minimum 5-year warranty is preferred but others may be considered.

Time frame to complete work is by the end of July 2026.

Prospective bidders may visit the building located at 901 Webster Street in Chillicothe, Missouri, Monday through Friday 8AM until 4PM OR schedule a time to visit by calling (660)646-0515 Monday through Friday 8AM until 4PM.

The Livingston County Commission reserves the right to accept the lowest or best bid, and the right to reject all bids.
