Professional Fire Fighters of Chesapeake IAFF 2449 Local 2449 looks to exemplify the traditions of the International Association of Firefighters and our Brothers and Sisters serving throughout North America.

The Professional Firefighters of Chesapeake Local 2449 provides a unified voice, advocacy, and education for its full-time career Fire/EMS members in Chesapeake Virginia. The men and women of Chesapeake Local 2449 are highly trained to respond to various incidents including fire suppression, EMS response and transport, Fire Investigation, hazardous materials, rope rescue, structural collapse, conf

ined space, trench rescue, swift water rescue, accident victim extrication, foam response, and marine response. Some of our members participate in regional and national response teams including VA-TF 2 Urban Search and Rescue Team, Marine Incident Response Team (MIRT), Metropolitan Medical Response Team (MMRT), accelerant detection K9 (Cinco), and Disaster Medical Assistance Team (DMAT). Our members proudly serve the citizens and visitors of the City of Chesapeake and surrounding communities through Auto Aid as well as Mutual Aid. We provide this service through three shifts (A, B, and C) operating from fifteen fire stations 24 hours per day, 365 days per year.

🎉 Congratulations from Local 2449 to our member, Lieutenant Kyle Billips #827 on his retirement, effective May 31st, after 20 years of service to the Chesapeake Fire Department.

🏆 Throughout his career, Lieutenant Billips achieved numerous accomplishments, including

• Medal of Honor 2025
• 2x Award of Valor 2012, 2026
• Hampton Roads Chamber of Commerce Valor Award 2024
• Distinguished Service Award 2023
• Campaign Service Award 2008
• 6x Unit Commendations
• 5x Life Saved Awards

Lieutenant Billips received the Valor Award by the Hampton Roads Chamber of Commerce in 2024. The Valor Award is the highest honor, recognizing acts of extreme personal risk that go above and beyond the call of duty. This award is given to public safety officials who knowingly expose themselves to great personal danger while performing their duties. Lieutenant Billips earned the Valor Award for his actions during the Linster Street Fire in September 2023, where he rescued victims from a burning apartment building.

The Fire Chief, in the name of the City of Chesapeake, awards the Medal of Honor to a member of the
Chesapeake Fire Department who distinguishes themselves conspicuously by gallantry and intrepidity at the risk of their own life above and beyond the call of duty. This is the highest award of recognition to
members of the Chesapeake Fire Department.

Today we pause to remember the Line of Duty Death of Firefighter/Paramedic Heather J. Callahan.

Heather served in the Chesapeake Fire Department and the Professional Fire Fighters of Chesapeake Local 2449 for 15 years. She dedicated her life to serving others with courage, compassion, and strength. After the events of 9/11/2001, Heather along with other members of the CFD traveled to New York to aid in the recovery and cleanup efforts. Heather was diagnosed with occupational cancer linked to those efforts. She lost her battle with occupational cancer on 5/18/2019.

Today we honor Firefighter Callahan’s sacrifice in service to her community. She left behind her husband, CFD Captain Brian Callahan, and their two children, Kaila and Liam.

The Chesapeake Fire Department will be hosting its first viewing of a documentary about the events that took the lives of Local 2449 members, Frank E. Young and John R. Hudgins, Jr. at a fire at an Advance Auto Parts store on March 18, 1996.

The film will be shown at Cinema Cafe in Edinburgh on 5/18/2026 and 5/19/2026. Both showings will take place a t 6:00pm. Tickets are $10 and we still have seats available. Click the link below to reserve your seats!
