Two weeks ago in Hamilton County the State convicted Mark Caslin of First Degree Murder.

On December 8, 2019 Mark Caslin shot three people. Two of which, Hollis Malone and Lyonel Gladden died at the scene. The third victim survived.

The Defendant was caught after he attempted to remove evidence from the scene, including the cell phone of the surviving victim, which was dropped in a nearby wooded area. He was captured on security cameras after he tried to hide evidence from the crime, reenacting the shooting, like he was proud of himself. (attached photos)

When the defendant was located, he had the blood of Mr. Gladden and Mr. Malone on his shoes.

This case took a long time to try but my office never gave up on it. Specifically, Chief Homicide Prosecutor Paul Moyle and Assistant District Attorney Lee Sparks secured the conviction that ensures the defendant cannot harm our community again.

And once again, the thoroughness of the Chattanooga Police Department, specifically Sgt. Jeremiah Cook, allowed my office to successfully prosecute another murderer.

Four years ago, I asked my office to prioritize the prosecution of dangerous offenders. And recently, I asked the Department of Corrections for statistics. I was hoping that I would find our work has paid off.

2025 is a significant year because, as many of you know, unfortunately cases take quite some time to work their way to resolution. For example, serious felony offenses that occurred in 2023 may not resolve themselves for two years. The conviction rates each year really account for crimes that happened 1-3 years prior (depending on the seriousness of the offense and the circumstances surrounding delays). 2025 is the year in which I believed the community should begin to see the full fruits of our priorities.

The numbers speak for themselves. For a community to see a decrease in crime, there must be an increase in prosecutions. , very proud of every Assistant District Attorney in the Hamilton County District Attorney's Office.

Our work is certainly not done and my goal over the next four years is to continue to see these numbers climb.

Felony conviction rates have nearly doubled in Hamilton County since 2020, according to data compiled by the Tennessee Department of Correction.

As many of you know, taking child s*x offenders offenders off of the street is one of the top priorities of my office.

Earlier this week, a Hamilton County jury found Felix Domingo guilty of continuous s*xual abuse of a child. The evidence established repeated rapes of a child. Once again, a brave survivor of this abuse, told her story to a jury of 12. And once again, the jury believed her. We are so proud of her courage.

The defendant will be sentenced at a later date, but our office will ask that he spend most, if not all, of the rest of his life in prison.

While my office is a State office, primarily funded by the State, Hamilton County has stepped up for years in a major way to ensure that we have all of the prosecutors we need to keep this community safe. The Child S*x Abuse prosecutor, who secures these convictions, is one of the county funded prosecutors. We thank the Hamilton County Commission and the Mayor for their commitment to criminal justice. That prosecutor is Stephani Brown. A force to be reckoned with. She tried this case alongside prosecutor Jacob Fereday. Both devoted months of preparation for this case to be tried successfully.

Late last night a Hamilton County jury brought justice to the family of Matthew Overby by convicting his murderer. The tantrum he threw in the courtroom after his conviction is misplaced anger— he’s the only one to blame for his actions. Matthew Overby’s family will never be whole, but we hope that a life sentence without the possibility of parole gives them a small amount of closure.

This defendant may not take responsibility for his actions, but a jury held him accountable.

Chief Homicide Prosecutor Paul Moyle and ADA Roger Layne prepared beautifully for this trial. And none of it would be possible without the Chattanooga Police Department and most importantly Homicide Investigator Daryl Slaughter, who is the best of the best.

Jamal Adams flipped a defense table, yelled and had to be subdued by court officers after a Hamilton County jury convicted him of first-degree murder, witness coercion and reckless endangerment Friday.

As we look forward to the midway point in my first term of office I intend to post more updates for the community on this platform. Each day, my office is prosecuting the worst criminals. Each day, we secure convictions that make our community safer. I will never be able to highlight even a tiny fraction of the good that we are doing, but I will try a little harder to keep you updated.

Let's start with another predator that we recently took off the streets. Without disclosing too much information in order to protect the courageous victim, Charles Tyler was convicted by a Hamilton County jury for continuously ra**ng a child. That child bravely faced her abuser and spoke her truth to 12 individuals she did not know.

This week, Criminal Court Judge Barry Steelman sentenced this defendant to 68 years in the department of corrections. That means he will never be around another child again.

Hamilton County's child s*x abuse prosecutor, Stephani Brown, continues to prove that she's not messing around with these offenders. And juries continue to believe the brave children who tell their stories.
