Eaton Township Considers Taking Control of Its Own Planning & Zoning
The Board seeks resident feedback at Eaton Township’s Board meeting on Thursday, September 4, at 6:00 pm, before making decision on future land-use management.
Eaton Township is asking residents to weigh in on a major decision: Should the township continue relying on Eaton
County for Planning and Zoning services, or take the reins and manage these responsibilities locally?
Understanding Planning and Zoning - Planning and Zoning are the primary tools communities use to guide land use and development. Planning sets the long-term vision for growth- Designing which areas are best for homes, businesses, farms, parks, or open spaces. Zoning turns that vision into action by setting rules for building sizes, lot requirements, permitted uses,
and where certain types of development can occur. Together, these processes help protect property values, preserve community character, and balance growth with residents’ needs.
How It Works Now - Currently, Eaton Township relies on Eaton County for Planning and Zoning services. The county reviews development proposals, issues zoning permits, holds public hearings on zoning changes or special land uses, and maintains the master plan and zoning
ordinance. This arrangement comes at a cost. The county recently proposed a new $15,000 annual fee for townships that do not manage their own planning and zoning. The permit fee structure is set by the County and recently they had a substantial increase to most of the user fees.
Two Choices - Eaton Township faces two possible paths forward. The first option is to continue working with Eaton County, which would handle all Planning and Zoning matters in exchange for the newly proposed $15,000 annual fee, with most decisions made at the county level and
limited township input. The second option is for the township to create its own planning and zoning program by forming a Planning Commission and Zoning Board of Appeals, developing and enforcing its own master plan and zoning ordinance, and making land-use decisions locally through township-appointed or elected officials.
Why the Choice Matters - Managing Planning and Zoning locally could give Eaton Township more direct influence over land use decisions, helping maintain rural character, protect open
spaces, ensure development fits community needs, and provide quicker responses to residents’ concerns. However, creating a local program would require additional township resources, staffing, and long-term management.
