June 9, 2026, City Council Meeting Highlights
• A performance close out public hearing was held at the beginning of the council meeting to discuss the past performance by the city in the 2024 funded CDBG Drainage Infrastructure Project.
• The minutes of the May 12, 2026, council meeting were approved.
• A report of city business was provided by City Manager, Greg Luehmann:
- Focus Bank has purchased the other three attached buildings to the downtown location and they will begin working with engineers to design an attractive, new facility.
- The old lights have been removed and replaced at the middle ball field at Hillhouse Park.
• It was discussed and decided to host a Townhall Meeting at the Jr. High School gymnasium on Thursday, June 25th from 6:30-8PM. The city council will listen to residents’ concerns and comments.
• An ordinance was passed unanimously by the city council authorizing the City of Charleston, Missouri, to enter into an agreement with Flock Group, Inc. for license plate recognition cameras, video camera equipment, gunshot detection technology, and related services for the Charleston Department of Public Safety. A representative from Flock was in attendance to answer questions.
• An ordinance was passed unanimously by the city council to accept the proposal from Apex Paving to complete the 2026 asphalt overlay project. The project will include Vine St-Wallhausen to dead end, Warren St-Finney St to dead end, State St, Third to Virginia St., Third St-Commercial to end, Warde Ave-13th to dead end.
• All city liquor license renewal applications were approved with proof of state liquor license.
• Shad Burner spoke about Opportunity Zone 2.0.
• A discussion was had with a member of the Chamber of Commerce regarding the need to find a new location to hold the carnival during next year’s Dogwood Azalea Festival and years to come.

April 14, 2026, Council Meeting Highlights
• A Resolution Accepting and Approving Certified Results of General Election held on April 7, 2026, was approved.
• The Oath of Office was administered to the newly elected council member- Richard (Rick) Toon.
• A plaque was presented to outgoing Mayor, Monica Goodin.
• Jason Oliver was elected Mayor for the term of April 14, 2026, through April 6, 2027.
• Jackie Whiteside was elected Chairman Pro Tem for the term of April 14, 2026, through April 6, 2027.
• The minutes from March 10, 2026, March 12, 2026, and March 26, 2026, meetings were all approved.
• A report of city business was provided by City Manager, Greg Luehmann:
- It was reported that the drainage project has progressed well.
- Discussions have been held with Flock relating to adding additional cameras and gunshot detection to our current system.
- Solar Day will be held on Friday, May 1, 2026.
- It was reported that the Charleston Dog Pound, under guidance of Kelly Brown and volunteer Rachel Bentlage have made huge strides and have received numerous positive comments. Over $2,000 in donations have been raised by generous citizens to pay for medical procedures at the Animal Health Center.
• Perry Harper gave an update on the development of the community theater.
• An ordinance to authorizing the Mayor of the City of Charleston, Missouri, to execute an agreement for dispatch services between the Mississippi County Sheriff's Department and the Charleston Department of Public Safety was approved.
• A Resolution of the City of Charleston, Missouri, demonstrating its commitment to public safety and the reduction of violent crime was approved.

Warm thanks to the 700+ people who attended the exhibition of design proposals during the festival. We had so many positive conversations about the artists ideas and such a warm welcome.

The exhibition will now continue at 101 The Old Pharmacy until 17th May, Weds, Thurs, Fri 5-7pm and Sat and Sun 1-4pm.
