With warmer weather bringing more riders outdoors, the Woodbury Police are reminding the public to understand and follow New York State laws regarding e-bikes, e-scooters, and off-road electric motorcycles.
Police are seeing an increase in complaints and safety concerns, particularly involving the illegal operation of e-bikes on public roads, in town parks, and in residential areas.

E-bikes & E-scooters
• Must be operated by riders 16 years of age or older
• Helmets required for riders ages 16 and 17
• No sidewalk operation
• Must follow all traffic laws and yield to pedestrians
• E-bikes & e-scooters limited to roads 30 mph or less
E-dirt bikes / off-highway electric motorcycles
• Classified as off-highway motorcycles under NYS law
• Not legal on public roads, sidewalks, bike paths, or parks unless fully registered, insured, and street legal
• Most recreational models do not meet these requirements
• Use is limited to private property with permission
The illegal operation of these vehicles poses serious safety risks to riders and the public.
Parents and guardians: Please ensure minors are not operating vehicles that are not legal for roadway use. Unsafe or repeated behavior may result in enforcement action, including charges such as endangering the welfare of a child.
The Woodbury Police will continue working with the community to promote safe and lawful operation.
