PRESS RELEASE - CHIP & SEAL SEASON

Mercer County Engineer Jim Wiechart is announcing that crews will be starting the yearly chip and seal work mid/late May on approximately 98 miles of rural local roads in Mercer County. Crews will begin southeast of Celina & will take a clockwise rotation through the county, ending northeast of Celina. (See enclosed map showing the county & township roads to be completed.)

We are requesting that yard mowing trimmings not be blown onto the county and township roads. Cut grass on the pavement creates additional prep work to get the roads ready for chip and seal and impedes the speed of the work.

Blowing excess grass onto the roadway also makes a hazard for motorists and especially motorcycle riders that most of us don’t think about related to loss of traction. This becomes even more dangerous with rain on the roadway. Stopping distances increase and friction between the tires and pavement decrease. This scenario has caused tragic accidents and has opened up unknowing property owners to lawsuits. We respectfully request that private mowers are turned around for a couple of passes to keep our roads and traveling public safe.

County and township roads with “Loose Stone” or “Loose Gravel” signs posted are roads that are scheduled to be chip and sealed this season. These roads will have temporary closures during the chip and seal process. Typically, these closures are 1 hour to 4 hours in length. Excess stone from the placement of the asphalt emulsion will be broomed after the asphalt emulsion has set up. Usually, within a day or two of placement, brooming of the excess stone will occur. We thank you for your patience in helping to keep the traveling public and our workers safe.

PRESS RELEASE
Roadside Herbicide
To spray or not to spray

Roadside herbicide application for the suppression of undesirable vegetation and environmental enhancement, through the use of Environmental Protection Agency approved herbicides, will be performed by licensed personnel along all county roads in Mercer County and on township roads in Jefferson Township & Center Township, starting May 4, 2026 extending thru June 5, 2026, according to the Mercer County Engineer Jim Wiechart.
Anyone who has sensitive areas adjacent to any road right-of-way and does not wish for those areas to be treated must erect signs reading “Do Not Spray”.

DITCH MAINTENANCE SPRAYING BEGINS

Mercer County Engineer Jim Wiechart is announcing that crews are tentatively scheduled to begin the 2026 herbicidal spray application of various open drainage ditches located in Mercer County. Only those ditches that are on the county maintenance program maintained by the Mercer County Engineer’s Office will be sprayed.

Right of Way Management has been awarded the contract this year to apply one application of the E.P.A. approved herbicide, to suppress and control undesirable brush and noxious weeds within the channel and maintenance berm.

Weather permitting, the tentatively scheduled completion date for this year’s herbicidal spray application is June 12, 2026. Any landowner having questions or concerns regarding the herbicide application, should contact the Mercer County Engineer’s Office, 419 586 7759.

Road Closures (early-mid April)
The Mercer County Engineer, Jim Wiechart, is issuing a reminder to all drivers, that during the construction season and also at other times throughout the year, there are various temporary road closures in the county to allow our crews to do the repair/maintenance work required to keep our roads in good driving condition. These roads may be closed intermittently on our normal work days (Monday thru Thursday 7:30 am-4:00 pm) as conditions and work requirements fashion.

The only reason a driver should bypass a “Road Closed” sign is to access a local address in the “closed” road area. Through travel should always detour away from the road closure.

If local access is necessary and you must access the “closed” road, please use caution and drive slowly to keep yourself and our workers safe.

Spring planting & open ditch maintenance
The Mercer County Commissioners and the Mercer County Engineer would like to remind those who plant and till the fields around the county this spring to remember to avoid planting in the roadway right-of-way. The Engineer and the Commissioner’s Office have maps that identify the varied widths of the road right-of-way throughout the county. More specifically, sight problems limiting the ability of the traveling public to see, can be particularly hazardous.
Also, a reminder to those along county-maintained open ditches. By law there is a maintenance easement for access adjacent to the tops of banks of the open ditches. We encourage the use of filter strips to eliminate sedimentation and soil erosion adjacent to the open ditches. Keep in mind that our maintenance crews use the easement for access for the maintenance operations we perform (the spraying of weeds and brush is the most significant maintenance operation).

Salt used – 1,527.00 tons = $115,125.21
Grit used – 1,527.00 tons = $17,331.51
Total material costs during the winter season = $132,456.72

Total regular labor hours on snow & ice = 2,080.50 hours
Overtime hours = 1,767.00 hours

Total costs for snow & ice during the season = $524,029.79 (Equip., labor, & material)

Average cost for snow & ice control per mile of roadway:

2020-2021 season = $998.72/mile
2021-2022 season = $559.94/mile
2022-2023 season = $468.48/mile

COUNTY REMINDER

Ohio Law prohibits signs on trees and poles.

Mercer County Engineer Jim Wiechart has issued a reminder that the Ohio Revised Code prohibits the er****on of signs or affixing signs, posters or advertisement to any tree or utility pole within the right-of-way of any public highway.

Political candidates, campaign workers and supporters of issues appearing on the ballot are reminded that these signs are subject to removal.

Litter Pickup –
PRESS RELEASE

Youth groups to collect litter.

Motorists are asked to use caution in the next few months as youth community groups will be picking up litter in the ditches along many Mercer County Roads.
Mercer County Engineer Jim Wiechart issued the warning recently to protect the various groups of people who will be participating in the Litter Pick-up Program this spring. “Clean-up crews are set to begin work in late March and typically complete the project by late spring,” Wiechart said.
The litter pick-up program is a joint project funded by the County Engineer’s Office and Township Trustees who pay recognized civic and community groups who participate. Safety vests, gloves, bags and disposal fees are funded by the Mercer County Solid Waste District and the Ohio EPA.
