East Central Iowa Council of Governments ECICOG promotes regional cooperation and provides professional planning services to local governments.

The East Central Iowa Council of Governments (ECICOG) is an intergovernmental council established in 1973 under Chapter 28E and provided for under Chapter 28H of the Code of Iowa. Governed by a board of directors comprised of elected officials and private citizens, ECICOG was created to promote regional cooperation and to provide professional planning services to local governments in Benton, Cedar, Iowa, Johnson, Jones, Linn, Tama, and Washington Counties (all services are not offered in all counties). A portion of our operations are supported by a per capita assessment paid by these counties. Since its creation, ECICOG has become recognized as an ideal vehicle for addressing planning issues that require a regional perspective. Cities and counties benefit from the assistance of our staff in their efforts to promote community and economic development, improve housing stock in the region, manage solid waste, and meet the transportation needs of the area. With the ECICOG offices centrally located in Cedar Rapids, our professional staff is available to assist local officials and concerned citizens in exploring ways to make their communities a better place to live. Last week, ECICOG attended the MINK Conference in Council Bluffs, Iowa. The MINK Conference brought together regional leaders from Missouri, Iowa, Nebraska, and Kansas for one impactful multi-state event.

ECICOG’s own Jessica Walker was a panelist for the session, “From Strategy to Action: CEDS, Annual Work Plans, and Technical Assistance.” Jessica shared ECICOG’s experience developing Envision East Central Iowa, our region’s digital Community Economic Development Strategy, and how we are using the platform to move beyond planning and toward implementation.

Envision East Central Iowa provides a dynamic way to communicate the CEDS, track strategic priorities and progress, connect annual work plans to the larger regional vision, and help stakeholders see how individual actions contribute to the region’s overall economic development goals. Good things happen when we share ideas and work together.

ECICOG Environmental Specialist Alyssa Comer joined watershed management authorities and partners from across Iowa at the 2026 WMA Gathering in Story City.

Alyssa shared about the administration and technical assistance ECICOG provides to WMAs. This year’s gathering focused on funding and facilitation—and sparked some great conversations about how we can better support WMAs and the important work they do in their communities.

We’re always glad to learn, share, and connect with partners working toward healthier, more resilient watersheds across Iowa.

ECICOG Housing Grant Specialist Nicole Beuc recently participated in a housing roundtable with Representative Ashley Hinson and local community housing partners, sharing successes and lessons learned from the PATCH derecho recovery housing program.

We're honored that ECICOG, along with Iowa Northland Regional Council of Governments, SIMPCO, and Region XII Council of Governments, has received a National Association of Development Organizations (NADO) Impact Award for our Open Meetings and Open Records training initiative.

When Iowa's new training requirement for elected officials and public board members took effect in 2025, ECICOG made training accessible and convenient through flexible scheduling, in-person options, and timely certificate issuance.
This project demonstrates what COGs do best—responding quickly to local government needs and ensuring communities of all sizes have access to the services they need.

We're proud to be recognized for this partnership and grateful for the opportunity to serve local governments across Iowa.
