Dallas County Probate Courts were not informed of this press conference. There are precautions taken to protect us all. The Mental Illness Court is making adjustments to ensure that patients civil rights are protected pursuant to Texas Health and Safety Code AND the public for those patients under Orders of Protective Custody, an Emergency Detention or Apprenhension without a Warrant. We have to ensure the patients receive psychiatric treatment, after a hearing, that meet the criteria for In-patient Commitment and for the Administration of Psychoactive Medications. Our hospital ERs are, in several cases, the first place the patients presents and we must keep this process moving so that the hospital ERs are not backed up. I have the best staff of employees with support of first responders,
PDs, Assistant DAs, MI County Clerks, Sheriff Transport Officers, psychiatrist and psychiatric facilities, constables, some JP Judges, Community Service providers, Commissioners, County Court at Law Judges, North Texas Behavioral Health Authority, Criminal Court Magistrates, Dallas County Hospital, Parkland and the Criminal Courts that conduct Competency hearings and diversion to make this process flow. It's complicated, but very serious and necessary for the protection of the patients and the public.
