You may hear more about One Cent this year, so we’re starting with the basics.

This post is part of the City of Casper’s One Cent, formally called the Natrona County General Purpose Optional One Percent Sales Tax, education series. It is not an announcement of a new tax.

One Cent is one penny on every dollar spent on taxable purchases in Natrona County. It does not apply to certain exempt items like groceries.

One Cent has been approved by voters since 1974, and voters decide every four years whether to continue or discontinue it.

Our goal with this series is simple: explain what One Cent is, what it is not, how it works, and where it shows up in our community.

Our Past. Our Future. Our Voice.

Heads up everyone on the WYDOT construction on Poplar Street! ⚠️🚧

CASPER – Motorists using WYO 220 (Poplar Street) in Casper will encounter detours and a closure of a section of the highway between West Collins Drive and CY Avenue.

A two-year project to reconstruct this portion of the road began June 1. The project includes a new road surface, curb and gutter, sidewalks, lighting and traffic signals. It also includes improvements that won’t be seen once the project is completed: new water and storm sewer lines, and other underground utility upgrades.

Currently, Poplar Street is closed to all traffic between Collins and CY. The detour for Poplar Street traffic is Ash Street between CY and Collins. 13th Street remains open. The intersection of Collins and Poplar is also open to traffic.

Both sidewalks along Poplar Street are open but are subject to closure as work progresses. Crews are currently working on utilities at the Collins/Poplar Steet intersection.

Access to residences and business within the construction zone are via the adjoining side streets and alleys. If you have questions, please call the business for directions.

As we near the College National Finals Rodeo, we will be encouraging participants and spectators traveling from the fairgrounds to the Ford Wyoming Center to use King Boulevard, off of 13th Street, to access Poplar Street. While the intersection of Collins and Poplar will be open, using King Boulevard should provide an easier route to the CNFR.

Next week, expect to see more materials and construction equipment parked on Poplar Street. Because of this, we will restrict delivery drivers from using Poplar Street. If you are delivering, please make arrangements for alley or side street access. Likewise, if you are expecting deliveries, please let your driver know how to access your residence.

Poplar Street will reopen to all traffic for the duration of the 2026-27 school year.

You've probably heard "One Cent" and "SPEC Tax," but they are not the same thing...

One Cent helps fund broader local needs like streets and roads, public safety, parks, equipment, community services, fairgrounds, and more.

The Municipal 6th Cent, also known as SPEC, is a temporary voter-approved tax for specific voter-approved projects, including the Metro Animal Shelter, Fire Station #1, 911 Dispatch Center, and Washington Park Bandshell.

The Municipal 6th Cent/SPEC tax ends July 1, 2026, and Casper's One Cent Sales Tax is on the November ballot for its 18th renewal.

Different taxes. Different purposes. Same goal: supporting the community. 💙

Casper’s H2O is Good to Go! 💧✅

The results have arrived for The City of Casper’s 2025 Water Quality Report – Our water is safe and meets all standards outlined by the Environmental Protection Agency (EPA)! 📋

Providing high‑quality water to citizens is the around-the-clock responsibility of Casper’s Water Treatment, Water Distribution, and Meter Services teams. These crews treat, monitor, and deliver clean, safe water to every home and business in Casper.

Mayor Ray Pacheco shared an update yesterday regarding the Casper Mountain slash pile.

Casper Mountain District typically burns the pile during the winter months. Due to this year’s dry winter and current conditions, crews have not been able to safely complete that work, but they continue to work on ways to mitigate risk.

For the time being, the slash pile is closed. Tree branches and vegetation may be taken to the Casper Regional Solid Waste Facility Trash Compost Yard free of charge.
