CARSON CITY SHERIFFâS OFFICE IMPLEMENTS NEWEST TECHNOLOGY
After over 3 years of research and development, the Carson City Sheriffâs Office is transitioning to its newest technology platform from Tyler Technologies, modernizing and enhancing citywide emergency and daily service operations. This transition is scheduled to be fully implemented during the early morning hours of June 2, 2026. The project will replace the current electronic Tiburon systems that were purchased over 20 years ago.
Sheriff Furlong said that after relentless and extensive formatting and testing, the implementation is expected to run smoothly. The public should not experience any delays in emergency services or first responder response times during this transition. However, as we implement this newest system, there may be temporary delays in report processing, records requests, permits, and registrations. None of the delays are expected to have any significant impact.
The Sheriffâs Administrative Offices may experience short-term delays in processing paperwork and miscellaneous documents as staff adapts to the new platform. However, the Sheriff noted that he expected these interruptions to be brief and minimal. He said he expects the department to return to normal processing times, with improved efficiency and service, in the coming weeks.
The Tyler Technologies platform was selected after an in-depth analysis of vendors capable of delivering the services Carson City needs. The city elicited the assistance of Mission Critical Partners to coordinate and evaluate numerous vendors who could best serve the needs of public safety entities in this community. Included in the selection process, city user officials visited several agencies across the country to finalize the selection process. During fiscal year 2026, the Carson City Board of Supervisors authorized the upgrade costing over $2 million dollars.
The Sheriff noted that the first step of implementation was performed in April when the Detention Center transitioned its processes. As the jail systems were activated, full crews from Tyler Technology and the Carson City Information Technology Department were present on site to react to any unexpected challenges. While the implementation of the jail records management systems continues to be monitored for accuracy and efficiencies, the overall transition was completed successfully without any setbacks.
The Tyler Technology project has been largely labeled as a Sheriffâs Office program, and the departmentâs leadership team led the implementation plan. However, the project actually affects nearly every city department in the community. Central to the upgrade is the Public Safety Communications Center's computer-aided dispatch software. The dispatch center serves as a central hub for receiving and dispatching public services, including Fire, Medical, Sheriff, and Public Works. While 18 to 20 percent of the calls received at the center are 911-generated, dispatch employees also manage a high volume of non-emergency calls, which are routed to appropriate departments and agencies throughout Carson City, working alongside the Sheriffâs Office and Fire Department.
Sheriff Ken Furlong complimented the leadership teams of the past and present for the public safety platforms. Getting over 20 years of service from our previous vendor platform is a cost-saving achievement in its own right. Now, with the newest platform being implemented, we look forward to that same efficiency in government purchasing for our future.
Sheriff Furlong noted the tireless efforts by the cityâs Information Technology department, the absolute devotion of the Sheriff and Fire Employees, and the full commitment by the Tyler Technology transition teams. The team approach has been the key to this programâs successful implementation. Carson City Undersheriff Jerome Tushbant served in a project management role, bringing the teams together in person and remotely every week to address needs assessment and progress. This management team was likewise committed to keeping the local Board of Supervisors apprised of the developments along the path.
Along with the June 2, 2026, implementation date, we've been working on several technology enhancements that are directly or indirectly connected to the new platform. Shortly after the turn of the new year, the Sheriffâs Office expanded its drone technologies and equipment, streamlined and enhanced real-time crime information capabilities, statistical reports, and analytic tools, and improved external agency coordination. All of the 2026 advancements are designed to provide a return on investment by providing emergency operations information enhancements, public awareness, and proactive community safety upgrades.
