📐 HB 129 – 20 Mill Floor Calculation

❓ What does House Bill 129 do?

💡 House Bill 129 changes how the 20-mill floor is calculated by adding additional types of school levies, including certain fixed-sum levies, emergency levies, and substitute levies, beginning under specific conditions tied to reappraisal or update years.

📌 What this means for you:
This change increases the total millage used in the calculation. In some cases, this may move school districts above the 20-mill floor, which can affect how revenue from certain voted levies grows over time.

📍 Local impact:
Carrollton EVSD does not currently have levies that would move off the 20-mill floor under this change. As a result, most Carroll County taxpayers will not see a direct impact from HB 129 at this time.

⏱️ When does this take effect?
This is expected to begin with Tax Year 2026, payable in 2027, depending on final state implementation guidance.

🏛️ HB 309 – Budget Commission Authority

❓ What does House Bill 309 do?

💡 House Bill 309 clarifies and expands the authority of County Budget Commissions regarding the review and adjustment of certain property tax levies.
The County Budget Commission is made up of the County Auditor, County Treasurer, and County Prosecutor. It reviews tax budgets submitted by all local taxing authorities, including townships, villages, cities, schools, and other entities, to ensure compliance with Ohio law.

📌 What this means for you:
This bill allows greater flexibility for the Budget Commission to review and adjust certain levy millage when permitted by law, which may help manage overall property tax levels.

⏱️ When does this take effect?
This authority is expected to be available beginning in 2026 as part of the annual budget and tax rate review process.

Christi & Krista were able to step away from the everyday chaos for a bit and spend some time at the Friendship Center’s Senior Day on May 12. Staci even managed to step away over lunch and arrived just in time to see Marilyn’s incredible homemade cupcakes win “People’s Choice”! 🧁

We had such a great time—who knew Marilyn was such an amazing baker? She may regret letting us in on that little secret! 😄

🏫 HB 186 – 20 Mill Floor Credit

❓ What does House Bill 186 do?

💡 House Bill 186 limits growth in school district property tax revenue under the 20-mill floor. In Carroll County, schools will not receive a state-funded credit because Tax Year 2025 was a reappraisal year. Instead, the bill will reduce funding to what it would have been if the provisions had been in place prior to first-half billing.

The 20-mill floor is a state calculation that ensures school districts receive a minimum level of local property tax revenue to support operations. When property values increase, this formula can cause tax rates to adjust upward to maintain that minimum level.

📌 What this means for you:
Due to significant increases in property valuations, many taxpayers saw higher school-related tax amounts on their Tax Year 2025 bills in part because of this formula. This bill is intended to limit those increases through a state credit.

⏱️ When does this take effect?
The State has indicated that the “cap credit” will be provided to county auditors on or shortly after May 20th and will be used to adjust second-half tax bills to reflect the cap for the full year.

The Ohio Power Siting Board announced it will host a local public hearing on May 21 at 6 p.m. at Carrollton Elementary School, 205 Scio Road SW, to gather input on a proposal from Chestnut Run Energy LLC.

Plans call for the plant to occupy about 30 acres within a larger 240-acre site near the intersection of Cobbler Road NE and Mobile Road NE. The proposed location is just over a mile northeast of the existing Carroll County Energy plant, which produces about 700 megawatts.

Chestnut Run Energy is backed by an investment group affiliated with Boston-based ArcLight Capital Partners and is being developed by Advanced Power, an international energy company with U.S. operations in Boston and Houston.

The May 21 hearing will allow members of the public to provide sworn testimony about the project. Individuals wishing to speak must register upon arrival and will be called in the order they sign in. Testimony will be limited to three minutes per person, and participants may submit supporting documents during the hearing.

An evidentiary hearing is scheduled for June 3 at 10 a.m. at the Public Utilities Commission of Ohio offices in Columbus. During that proceeding, the applicant, regulatory staff and any intervening parties are expected to present expert testimony and evidence.
