According to Sheriff Ryan Gosser, Sheriff’s Office units responded to 56 New Castle Pike in Carrollton, Kentucky in reference to an unresponsive 32-year-old male.
Upon arrival, deputies discovered that Stephan Burgin had suffered a single gunshot wound. Emergency personnel confirmed that Burgin was deceased at the scene.
Through the course of the investigation, Sheriff’s Office units arrested Jessie James Burgin, age 25, in connection with the shooting. He was lodged in the Carroll County Detention Center and charged with the following offenses:
• Murder – Domestic Violence
• Theft of a Firearm
• Fleeing or Evading Police, 2nd Degree (on foot)
• Tampering with Physical Evidence
The shooting occurred at approximately 2030 hours on March 5, 2026. The arrest was made on March 6, 2026, at approximately 1030 hours.
The Carroll County Sheriff’s Office was assisted at the scene by the Carrollton Police Department, a Detective with the Kentucky State Police, and the Carroll County Coroner’s Office.
This investigation remains ongoing.

*****BARRICADED SUSPECT*****

The Carroll County Sheriff's Office received a complaint at approximately 8:43 AM this morning in the 2300 block of US 42 West in reference to a wanted suspect being in the area. Upon further investigation and assistance from the Kentucky State Police, it was determined that the suspect, wanted on several violent felony charges, was barricaded in a camper. The Kentucky State Police Special Response Team along with Troopers from Post 5 responded. The suspect was ultimately arrested without incident. The suspect has been lodged at the Carroll County Regional Detention Center by the Sheriff's Office.

The Sheriff's Office would like to thank the Kentucky State Police for their assistance.

After providing security detail at CCMS this morning, the Sheriff’s Office was invited by CCMS Principal, Dr. Robin Stephenson, to come to attend lunch at CCMS to assist with security at the building and to fraternize with the students and staff to assure them they were safe at school. During this increased presence, the Sheriff was made aware of a student spreading rumors amongst the other students that the school was going to be “shot up” at a certain time this afternoon. The student later admitted that their statements were false and without any factual basis. As such, the school was never under any real threat of harm. Had the administration and the Sheriff not instantaneously determined that these statements were in fact falsehoods, strict and swift security measures would have been taken to ensure the safety of the students and staff at CCMS.

The alleged perpetrator was removed from the school and taken into custody by the Sheriff.

Parents are encouraged to discuss with their students that any statements indicating harm to the school or the students and staff will be taken seriously and dealt with in a swift and severe manner. Threats to our schools, even statements of false threats will not be tolerated and all perpetrators will be prosecuted.

The Carroll County Sheriff’s received information yesterday, September 27, alleging that a few Carroll County Middle School Students had received threatening messages through Tik Tok. With the assistance of school personnel and the Carroll County Attorney, the Sheriff’s Office has investigated this matter fully over the past two days. The investigation has included leveraging the investigative power of federal law enforcement intel and the assistance of the Carrollton Police Department. Unfortunately, despite exhaustive efforts, we have been unable to identify the actual perpetrator behind these threats. The safety of the students and staff at CCMS is of the utmost priority to the Sheriff’s office. Sheriff Gosser and his deputies will be joining the school resource officer tomorrow to ensure the safety of CCMS. ***Two Armed Suspects Apprehended After Attempting to Strike Law Enforcement Officer with Vehicle***

Carroll County, KY – On 05 June 2025, a male and female suspect were involved in a dangerous incident in which they attempted to strike a law enforcement officer with their vehicle. Following the attempted assault, the suspects fled the scene and were later apprehended in the surrounding area.
Both individuals were found to be armed with handguns at the time of their arrest. The swift response and coordinated efforts of the Carroll County Sheriff’s Office, the Carrollton Police Department, the Kentucky State Police and the Oldham County Drone Team were instrumental in locating and safely apprehending the suspects.
The two individuals were taken into custody without further incident and have been lodged in the Carroll County Detention Center. Charges are pending and the investigation remains ongoing.
Sheriff Ryan Gosser expressed gratitude for the interagency cooperation that led to the successful resolution of the situation and reaffirmed the department's commitment to protecting the safety of the community and law enforcement personnel.
Further details will be released as the investigation continues.
