UPDATE There is a proposed housing development for the property off Via Cantebria, below the water tank and cell tower next to Zona Gale Road. The plan is to construct NINE homes on a 1.79 acre plot of land, disturbing/destroying the natural red bluffs, wildlife and native plants, and severely limiting the well-used walking trail behind the land. Once again, a developer is using the "one low-income" home to bypass any city regulations. To my knowledge, the City has met the required quota. Some of the concerns include geological stability, biological resources, aesthetic and quality of life, public health and infrastructure, traffic and safety. If every small plot of land is land-grabbed by developers manipulating state laws is not fought, we will continue to lose our voice, land control, and beauty of our city. Campaigns of some of our officials emphasized defending our rights.

PLANNING OFFICIALS HAVE STATED THEY WILL BE SENDING THE PROPOSAL TO THE STATE ON JANUARY 20.

Agenda Item #12 on the Tuesday Carlsbad City Council agenda is the long awaited Implementation plan for the GMP Citizen's Committee report.

The staff report not only ignores the Committee recommendation— it completely ignores open space! This is an insult to all who attended and spoke on this at the committee meetings, the committee members who spent over 15 months working on this report, the years of community input in support of open space and the promise from the 1986 GMP ballot measure that said it "guarantees that we will always be a low density residential community with 40% open space."

Actions Needed:

1. ASAP- email the city council at [email protected] and ask them to pull agenda item # 12 until it properly includes the committee recommendations for open space.

2. Plan to attend and/or speak at the city council meeting in case it does not get pulled from the agenda:

When: 5 pm Tues Nov 19

Where: City Council Chambers, City Hall

What: Comment on agenda item #12- GMP performance report

If you can't attend— then please send an email to [email protected] and tell them you want to see them address the recommendations of the Committee and honor the promise from the GMP ballot measure in 1986 that said it "guarantees that we will always be a low density residential community with 40% open space."

BACKGROUND:

In the report the Committee recommended modifying the performance standard for open space to clarify a lot of issues raised during their review. In addition to the actual performance standard, the Committee also submitted a memo with additional specific recommendations regarding open space:

"OPEN SPACE: The committee recommended the City Council elevate the topic of open space by adding to the purview of the Parks & Recreation Commission to address open space needs throughout the city, address potential open space deficits and evaluate opportunities to acquire more ope

n space by updating the list of candidate properties for proactive open space acquisition and by developing a plan that prioritizes zones with less unconstrained open space or that are subject to loss due to sea level rise. Adopt a policy that discourages exceptions to development standards that would decrease open space."
