Comments and content posted on our county sites may be subject to public disclosure. We are thrilled to share that our office has received the Outstanding Dog License Sale Achievement award from the Pennsylvania Department of Agriculture’s Bureau of Dog Law Enforcement!

This recognition highlights our dedication to increasing dog license sales by 20% in the first half of the 2026 license year right here in Cumberland County.

Treasurer Isley was proud to accept this honor on behalf of our hardworking team at the annual County Treasurers Association of Pennsylvania convention today.

Cents of Unity: County Treasurers’ Association of PA Backs HB 2388

CARLISLE, Pa. – Cumberland County Treasurer Kaytee Isley today announced that the County Treasurers’ Association of Pennsylvania (CTAP) has formally adopted a resolution supporting House Bill 2388, the Pennsylvania Common Cents Act.

Treasurer Isley spearheaded the resolution during the Association’s seminar held in State College on April 22, 2026. The measure passed with bipartisan backing from county treasurers across the Commonwealth.

ā€œThis is a practical, common-sense solution to a real problem,ā€ said Treasurer Isley. ā€œThe federal government has discontinued production of the penny, and Pennsylvania banks simply cannot supply them. County and municipal leaders are left trying to make exact change with coins we no longer have. HB 2388 lets us round cash transactions to the nearest nickel using a fair, balanced method that ensures gains and losses even out over time. I’m proud to have worked closely with State . Nate Davidson (D-103) on this legislation and grateful to my colleagues in the Association for their support.ā€

House Bill 2388, introduced by Representative Davidson, and referred to the House Commerce Committee, would authorize political subdivisions, Commonwealth agencies, municipal authorities, and public utilities to round face-to-face cash payments to the nearest nickel.

Under the bill:
• Amounts ending in 1, 2, 6, or 7 cents round down
• Amounts ending in 3, 4, 8, or 9 cents round up

All electronic payments, checks, debit cards, credit cards, and digital transactions remain unchanged. The change applies only to in-person physical legal tender transactions and is expected to produce a net financial impact that is de minimis.

ā€œTaking initiative on this issue demonstrates the proactive role county treasurers play in solving everyday government challenges,ā€ said Treasurer Isley, who also serves as a Trustee on the Association’s Executive Board. ā€œWe are proud to stand behind this legislation.ā€

In addition to my role in the county’s financial affairs, I’m blessed to interact directly with the residents of Cumberland County, helping them obtain small games of chance licenses, dog licenses, hunting and fishing licenses and more. The documentation required for each is prescribed by the Commonwealth, and many licenses call for similar credentials — proof of identity, residency and often citizenship.

In every case, my team and I strive to provide efficient, thoughtful and friendly service.

That’s why I was glad to see Sen. Rothman introduce SB 1155, a bill that would create efficiencies, increase convenience for many of the people I serve and expand voter access.

SB 1155 would make voter registration applications available when sportsmen and women obtain their hunting and fishing licenses through my office or another government agency. This makes logistical sense: these applicants are already presenting proof of identity, residency and citizenship.

My staff and I would be glad to provide this additional service to all eligible applicants!

Government should strive to increase efficiency and improve voter access. SB 1155 does both, and I’m proud to support it.
