The Carbon Cliff-Barstow Fire Protection District is an all hazard Fire Department in Rock Island County located along the Rock River and near the I80 & I88 intersection. Previously the Barstow Fire District and the Carbon Cliff Fire Dept., these two Departments consolidated with the blessings of the voters in the November 2012 General Election. 🚒 Behind the Line: Firefighting Foam & Community Safety
When you see the Carbon Cliff-Barstow Fire Protection District responding to an emergency, our primary goal is to extinguish the threat quickly and safely. While water is our most common tool, certain high-risk situations require something engineered for tougher challenges: Firefighting Foam.
But what exactly is it, and how does it protect Rock Island County? Here is a quick look behind the scenes at how we use this essential tool.

🔥 Why Water Isn’t Always Enough: Class A vs. Class B Fires
Water is incredibly effective for cooling down standard fires, but it has limitations. That’s where specialized foam comes into play:
• Class A Foam (Structure & Brush Fires): Think of Class A foam as "wetter water." It breaks the surface tension of water, allowing it to soak deeply into wood, brush, and structures rather than just running off. This is incredibly valuable for our crews during brush fire seasons or during controlled burns, ensuring deep embers are fully extinguished.
• Class B Foam (Flammable Liquids): Water is denser than fuel, meaning if we spray water on a gasoline or oil fire, the fuel will simply float on top and continue burning—or worse, spread. Class B foam acts as a blanket, smothering the fire, cutting off its oxygen supply, and suppressing dangerous vapors.

🛡️ Evolution to Modern, Safer Solutions
Historically, firefighting foams (specifically AFFF used for liquid fires) contained PFAS—often referred to as "forever chemicals."

Across Illinois and right here in the Carbon Cliff and Barstow communities, the fire service has been actively shifting toward Fluorine-Free Foams (FFF). These next-generation foams give our firefighters the rapid suppression power they need to knock out intense fires while drastically reducing the environmental footprint and protecting our local water tables and wetlands.

We train continuously to ensure that when foam application is necessary, it is done precisely, safely, and with the utmost respect for our environment.

Ever wonder what happens when the "Jaws of Life" come out? ✂️🚗

​This past Monday night’s training was all about seconds counting. When someone is trapped in a vehicle, our team uses specialized hydraulic and power tools, to peel back metal and create a path for removing the patient for medical treatment. It’s loud, it’s heavy, and it takes a lot of coordination.

A special thank you to Sharpe's Towing and Recovery for allowing us use of the property and the three cars for training.

​We train in all conditions—rain or shine—because emergencies don't wait for a clear forecast. We were lucky enough to dodge the rain storm Monday night. 🌧️☀️

🔥 NOTICE OF CONTROLLED BURN – CARBON CLIFF 🔥

Residents may notice smoke and flames today in the area of North First Ave, just north of the railroad tracks.

Please be advised that this is a planned and controlled burn by the property owner to clear off brush and prairie grass.

✅ The Carbon Cliff-Barstow Fire Protection District has been notified and is fully aware of the situation.

✅ There is no danger to the public or surrounding structures.

✅ The burn is being monitored to ensure it stays contained.

We kindly request that you refrain from calling 911 to report this specific smoke, as emergency crews are already aware of the situation. Thank you for your cooperation

🚨 HUGE THANK YOU to Compeer Financial! 🚨

The Carbon Cliff-Barstow Fire Protection District , along with Hampton Fire & Rescue, is excited to announce that we have been awarded a generous grant through Compeer Financial.

We would like to express our gratitude for the support that has enabled our departments to procure new Mustang Ice Commander rescue suits. These high-performance suits are crucial for conducting cold-water and ice rescue operations, ensuring that our first responders can maintain both protection and effectiveness in the most challenging winter conditions.

Last night, both departments conducted training exercises utilizing these new suits. The crews focused on enhancing their skills through self-rescue practice and retrieving individuals from the water, thereby preparing themselves for future emergencies.

The Carbon Cliff-Barstow Fire Protection District is lifting the burn ban placed on 10/20/2025. We want to thank all our residents for your cooperation in helping keep our communities safe. While the ban is no longer in effect please remember to continue practicing fire safety. Always take precautions when burning to prevent fires from getting out of control. Before you burn please remember these safety tips:

Always be mindful of current weather conditions, especially wind speed.

Clear a safe area around your burn pile, away from buildings and trees.

Never leave a fire unattended.

Keep a water source or fire extinguisher nearby in case of emergencies.

This does include any and all recreational burning and open burning that take place in the Carbon Cliff-Barstow Fire Protection District.
