A multi-agency investigation led by the Capitola Police Department and partner agencies resulted in multiple arrests and seizure of controlled substances, currency, and evidence related to suspected narcotics trafficking.

On April 29, 2026, Capitola Police responded to a shipping company in the City of Capitola regarding a suspicious package believed to contain narcotics. Officers located multiple vacuum-sealed packages inside a shipping box. A test indicated a controlled substance consistent with co***ne, with over five kilograms recovered. Additionally, detectives and SCCACT agents seized multiple packages from a Santa Cruz shipping company containing over 10 pounds of ma*****na linked to the investigation.

A follow-up investigation conducted with the Santa Cruz County Anti-Crime Team (SCCACT), developed additional information indicating suspected narcotics activity involving the transportation of controlled substances out of state. Continued multi-agency efforts led to the identification of additional individuals allegedly connected to the distribution activity.

On May 22, 2026, Detectives executed multiple search warrants in Capitola, Aptos, and Live Oak with assistance from SCCACT, CHP, Scotts Valley Police, Santa Cruz Police, Santa Cruz County District Attorney’s Office, SCARE, DEA, FBI, and the Santa Cruz County Sheriff’s Office Special Enforcement Team.

During these operations, Capitola Detectives and SCCACT agents seized suspected M**A (Ecstasy), suspected co***ne, ma*****na, packaging materials, vacuum seal bags, plastic baggies, a money counter, U.S. currency, and electronic devices associated with narcotics distribution.

As a result of the investigation, William Regallo, age 50, of Live Oak, and his mother, Karen Hasty, age 72, of Live Oak, were arrested on active warrants related to alleged narcotics offenses and booked into the Santa Cruz County Jail. Robert Donaldson, age 57, of Aptos, was also arrested in connection with narcotics offenses related to this case.

All suspects were booked into Jail on charges related to sales and transportation of controlled substances. The investigation remains active.

On May 20, 2026, at approximately 1449 hours, Capitola Police Department officers arrested a Salinas man following a reported firearm brandishing incident at a bank in the 1700 block of 41st Avenue. Nobody was injured during the incident.

Maximuss Villalobos, age 25, was taken into custody after officers and Capitola Detectives coordinated a follow-up investigation and located the suspect in the 2700 block of 41st Avenue. After a perimeter was established, officers located and detained Villalobos inside a nearby business without incident.

Villalobos was arrested on multiple charges, including carrying a concealed firearm in a vehicle, carrying a loaded firearm in a public place, criminal threats, and assault with a deadly weapon. A firearm was recovered during the investigation. The incident is believed to be isolated and stemmed from a traffic-related dispute. Villalobos was booked into the Santa Cruz County Jail on related charges.

Join us this Saturday, May 30, 2026, for the vintage Volkswagen car meet in Capitola Village! Come enjoy around 200 classic VWs and support local nonprofits.

To ensure a safe event, please note the schedule and traffic adjustments: ⏰ Event Timeline 7 AM: Road closures begin & participant parking starts.
9:30 AM: Event officially opens to the public!
3 PM: Event ends and vehicles exit.
4 PM: Capitola Village fully reopens.

As we honor our fallen heroes this weekend, Capitola PD is committed to keeping our roads safe. With extra crowds heading to our beaches and village, you will see increased patrols and extra staffing out in full force. Our officers will have a zero-tolerance approach to impaired driving.

Remember, DUI doesn’t just mean alcohol—it includes prescription medications, ma*****na, and illicit drugs. If you feel different, you drive different.

Let’s keep Capitola safe:
-Plan Ahead: Designate a sober driver or use a rideshare service.
-Report Danger: If you spot a suspected impaired driver, call 911.

Earlier today, CPD had the incredible honor of carrying the "Flame of Hope" in Santa Cruz with our local allied agencies for the annual Special Olympics Northern California Law Enforcement Torch Run (LETR)!

Congratulations again to Sgt. Kraig Evans for being honored as the 2026 Herb Ross Officer of the Year! Sgt. Evans wanted to share this message with City Council and the community.

“I'm truly honored and humbled to be recognized as Officer of the Year. One thing this job teaches you is that no accomplishment is ever achieved alone. Any success we have is built on the support, effort, and dedication of the people around us, and I'm fortunate to work alongside some incredible individuals.

I want to thank our command staff for their leadership and trust, and the entire Sergeant group for their fellowship and support throughout the year. To my fellow officers, thank you for your teamwork, professionalism, and for always having each other's backs. I also want to recognize our Parking Enforcement Officers, whose hard work and daily interactions with the community are an important part of keeping the city running smoothly and supporting our department's mission.

As we recognize Peace Officers Memorial Day, we pause to honor the courage, sacrifice, and unwavering commitment of the men and women who have given their lives in service to their communities and this profession.

Law enforcement is more than a career, it is a calling rooted in service, responsibility, and a willingness to stand in difficult places on behalf of others. This week serves as a solemn reminder of the profound sacrifices made not only by fallen officers, but also by their families, friends, and colleagues who continue to carry their memory forward. Today, May 15, 2026, our city flag will be at half-mast.

Policing demands tremendous sacrifice, often under challenging and highly visible circumstances. Yet, our officers continue to answer the call with professionalism and commitment to the communities we serve. On May 13, 2026, Daishawn La Dae Matthews, age 34, of San Jose, was arrested in Santa Clara County by California State Parole agents pursuant to an active Ramey warrant in connection with an ongoing Capitola Police Department investigation involving alleged felony s*x crimes against a minor.

The investigation began on September 9, 2025, after parents discovered their child had engaged in inappropriate communications with an adult through a social media messaging platform. During the investigation, Matthews was identified as the individual communicating with the victim. Matthews is a registered s*x offender and is currently on active parole.

Following his arrest, Matthews was transferred from Santa Clara County to the Santa Cruz County Jail on May 14, 2026. He was booked by Capitola Police Department detectives pursuant to the Ramey warrant and additionally booked for parole violation, as well as the following charges: 311.4(a) PC (employing or using a minor in obscene matter), 311.11(a) PC (possession of child s*xual abuse material), 288.4(a) PC (arranging to meet a minor for lewd purposes), 288(a) PC (lewd or lascivious acts with a child), and 236.1(c) PC (human trafficking involving a minor).

This remains an active and ongoing investigation. Detectives believe there may be additional victims. Anyone with information related to this case, or who believes they may be a victim, is encouraged to contact Capitola Police Department Detectives at (831) 475-4242.

The Capitola Police Department collaborated with the Santa Clara County Sheriff’s Office, California State Parole, the Santa Cruz County District Attorney’s Office, and the Santa Cruz County Sheriff’s Office Corrections Bureau during this investigation.
