Everyone please vote YES tomorrow on our charter amendments.
Residents of Canal Wi******er will be asked to vote on City Charter amendments during the November 4 general election. The City Charter serves as the constitution of the City’s local government. These amendments are a result of an extensive review completed by the Charter Review Commission, an eleven-resident panel appointed by City Council and Mayor Steager. By Charter, a Charter Review Commission must be appointed every 5 years.
The Charter Review Commission held seven public meetings from January through May of 2025, systematically reviewing the current charter and recommending amendments for City Council to place on the ballot.
All of the amendments have been bundled into one ballot issue. A majority affirmative vote is necessary for the amendments to pass. The changes are detailed below, and a complete redline version is available on the City’s website.
• Salaries of elected officials (Council Members and Mayor)
--This change updates section 3.07 to state that each Council member shall be compensated at the rate equivalent to qualify for a full month's contributing service in the OPERS (Ohio Public Employees Retirement System) on the effective date of any increase in the statutory requirement (currently 734.07/month). President of Council shall receive 10% more and Vice President shall receive 5% more to provide for the additional responsibilities of his or her position.
--The mayor’s salary would be indexed to eight-times Council’s base salary.
• Vacancy, temporary absence, or disability
--This change clarifies the succession of power and responsibilities in the event the mayor is unable to perform his or her duties.
• Administrator
--This change would make the City Administrator’s appointment subject to confirmation by a simple majority of Council.
