Kershaw County Economic Development Office Founded in 1986, the Kershaw County Economic Development Office works to foster a postive business climate for new and existing companies.

The Kershaw County Economic Development Office (KCEDO) is responsible for recruiting new industry, retaining and growing existing companies, and promoting and marketing Kershaw County globally. The KCEDO Staff provides industrial site, demographic and community information, hosts site and community tours, creates financial and tax incentive packages, and provides relocation support when needed. KERSHAW COUNTY ASKS FOR COMMUNITY INPUT TO THE
ZONING AND LAND DEVELOPMENT REGULATIONS (ZLDR)
REWRITE AND COMPREHENSIVE PLAN UPDATE

Kershaw County, SC – Kershaw County is seeking community input to the Zoning and Land Development Regulations (ZLDR) rewrite and Comprehensive Plan update that is currently underway.

HOW TO PARTICIPATE RIGHT NOW?

The questionnaire contains questions about the important issues and opportunities facing the County that the Comprehensive Plan and ZLDR process should address.

WHAT’S NEXT FOR THE ZLDR REWRITE AND COMPREHENSIVE PLAN UPDATE?
• Kershaw County will welcome Houseal Lavigne Associates, the firm handling the ZLDR rewrite and comprehensive plan update, to our community next week as the first of four trips to the County.
• During next week’s trip, Houseal Lavigne Associates will meet with several focus groups including a joint roundtable discussion with County Council and The Planning Commission on Tuesday, April 18th at 2:30pm at Kershaw County Economic Development (95 Innovation Way, Camden).
• Houseal Lavigne Associates will then return in the summer to conduct additional meetings to include Community Visioning and Business Workshops. During these workshops, all members of the public are invited to join and provide input to the ZLDR rewrite and comprehensive plan update.

WHAT ARE ZONING AND LAND DEVELOPMENT REGULATIONS (ZLDR)?
ZLDR is a document that brings together all land development regulations into one section of a municipal code including subdivision, zoning, and sign ordinances. Unified development ordinances help to streamline regulations, review, and approval processes, making them easier to use, administer, and enforce.

HOW ARE THE COMPREHENSIVE PLAN AND ZLDR RELATED?
The new Comprehensive Plan will include the County’s vision for its future and establish the goals, objectives, and recommendations needed to achieve that vision, it will not be regulatory in nature. Meaning, that the Plan itself will not have the “teeth” needed to require new development and redevelopment in the County to align with the plan.

The ZLDR, on the other hand, will include the rules that new development and redevelopment must follow, making it essential to in Plan implementation. The primary goal of the ZLDR update is to align the County’s regulations with the policy direction established by the Comprehensive Plan. The ZLDR update will also incorporate best practices and improve user-friendliness of the existing zoning code.

WHO IS INVOLVED IN CREATING THE COMPREHENSIVE PLAN AND UPDATING THE ZLDR?
Kershaw County is committed to involving residents, businesses, property owners, employees, and all community members in the process to craft a vision for the future. Ultimately, the Planning and Zoning Commission and County Council will approve and adopt the Comprehensive Plan and ZLDR.

WHEN WILL THE PROCESS START? WHEN WILL IT BE COMPLETED?
The initial phases of the Comprehensive Plan process and ZLDR have begun with anticipated completion in the Winter 2024.

KERSHAW COUNTY ADMINISTRATOR APPOINTS EXECUTIVE LEADERSHIP TEAM

Kershaw County, SC – Kershaw County Administrator Danny Templar appointed Gerald Blanchard and Lauren Reeder to his executive leadership team earlier today. Blanchard, who serves as the County’s EMS Director, has been appointed Deputy Administrator and Reeder, currently serving as the Public Information and Marketing Officer, has now been appointed Assistant Administrator.

“This is an exciting time for Kershaw County as we promote exceptional talent within our own organization,” stated Danny Templar, County Administrator. “Blanchard and Reeder will continue to be positive forces for our organization as well as create a well-rounded executive leadership team that is necessary as we move forward and service our community in bigger and better ways.”

WEYLCHEM US ANNOUNCES EXPANSION TO ELGIN FACILITY
$4 million investment to construct a state-of-the-art chemical lab

Kershaw County, SC – WeylChem US, a custom manufacturer and toller for the specialty and fine chemicals market, has announced plans to invest $4 million in the construction of a new 10,000 square foot lab at the company’s Elgin facility. The lab will house the company’s process development and quality control laboratories and is expected to be completed in early 2023.

“It is a great day in Kershaw County as we celebrate yet another expansion at WeylChem US,” stated Kershaw County Chairman Julian Burns. “Their continued support of their community through jobs and investment since 1967 has made strides for Kershaw County and its people. Today, we congratulate them on this announcement and look forward to working with them as they continue to grow.”

Understanding the importance of continually investing in its assets to better serve its global network, WeylChem US’s construction of a new laboratory will allow the company to better serve its customers and ensure employees have the best work environment possible.
