Surrounded by a room full of family, friends, colleagues, and supporters, Chief Rex R. Ingram marked his final day with the Caldwell Police Department, closing a distinguished law enforcement career spanning more than two decades.
Chief Ingram came to Caldwell with a vision for what policing could be: mission-driven, proactive, and focused on making both our officers and our community safer. During his tenure, he challenged this department to evolve, embraced technology and intelligence-led policing, strengthened partnerships, supported his people, and never lost sight of the mission.
The results of that leadership can also be seen in the numbers. The numbers that matter.
From 2022 through the end of 2025, combined violent and property crime in Caldwell decreased approximately 37 percent, falling from 1,704 offenses to 1,070.
That progress has continued in 2026. Through August 31, Part I offenses are down another 17.43 percent compared with the same period in 2025. If that trend continues through the end of the year, Caldwell would be on pace for an overall reduction of approximately 48 percent in Part I crime from the 2022 baseline.
At the same time, proactive calls for service increased approximately 148 percent from 2022 through 2025.
Those are not simply numbers on a report. They represent fewer victims, fewer families impacted by crime, and a safer Caldwell community. They also reflect Chief Ingram’s commitment to mission-based policing, technological innovation, proactive crime-reduction strategies, and of course the hard work of the men and women of this department who carried out that mission every day.
But Chief Ingram’s legacy cannot be captured by statistics alone.
It is found in the officers and employees he believed in. In the programs he helped build. In the technology and strategies that will continue protecting this community. In the relationships he developed throughout Idaho and across the law enforcement profession. And in the standard of leadership he leaves behind.
His influence extended well beyond Caldwell. Chief Ingram served as President of the Idaho Chiefs of Police Association, worked alongside law enforcement and government leaders to help advance important public safety legislation, and served on numerous community and statewide boards and organizations.
On Tuesday evening, a packed room of coworkers, family, friends, law enforcement partners, and members of our department family gathered to celebrate his career. The outpouring of appreciation was a reminder of just how many lives he has touched and how deeply his leadership has mattered to those who served alongside him.
Chief, thank you for your vision, your courage, your dedication, your sacrifices, and the countless hours you gave to this department and the Caldwell community. Thank you for pushing us to be better, for standing behind your people, and for always putting the mission first.
Your shoes will not be easily filled, and your impact will not soon be forgotten.
