In December of 2023 a local detective from a respected PD in the state of Ohio reached out to the Constables office for assistance in coordinating an operation for a potential narcotics load coming through I-10.

On 1/6/2024 and the days following Hudspeth County Constable Office Precinct 3 along with the Ohio detective monitored an 18 wheeler moving through the northern part of the United States via real time Intelligence being gathered through several sources.

On 1/8/2024 a traffic stop was conducted by the Oklahoma bureau of Narcotics who have worked hand and hand with the Constable’s office amongst other agencies on prior investigations stemming from the I-10 corridor.

Upon making the traffic stop agents with the OBN discovered inconsistencies that lead them to believe the driver of the 18 wheeler was involved in criminal activity, subsequent search of the 18 wheeler discovered money that is suspected to be obtained through the illegal activities of narcotic sales stemming from a prior investigation.

Total amount seized was $1,464,130.00

The networking of all agencies involved and the culmination of real time investigative work from all agencies involved provided the necessary catalyst for this seizure.

A small disruption in a large clandestine network of bad guys making money off killing our youth and poisoning our communities.

As your Constable I take great pride in being a servant of God and blessed to be able to combat the plague of narcotics, human smuggling and money laundering by criminal organizations big or small.

On 3-12-23’ while running interdiction on highway 62/180 Constable Chaparro conducted a traffic stop on a GMC Yukon for a traffic violation.

During the interview process with driver it was determined that subject was involved in a human smuggling scheme.

A subsequent search of the vehicle revealed several subjects determined to be immigrants from South America in the United States Illegally were being trafficked.

USBP was requested for assistance where both the subjects and immigrant occupants transferred over for processing.

On Monday, January 30th, 2023 at approx. 0820PM, Constable Chaparro conducted a traffic stop on Interstate 10 near Fort Hancock, Texas on a Kenworth truck hauling a Utility Trailer flatbed for a traffic violation.

Upon making contact with the driver a 26 year old Hispanic male and while interviewing the driver it was determined that several indicators of criminal activity were present and a consent to search was granted.

Subsequent search of the Kenworth truck revealed 6 undocumented individuals attempting to hide inside the cab of the truck.

Driver was placed under arrest and transfered over to United Stated Border Patrol custody for booking and processing.

We would like to extend our appreciation to the United States Border Patrol El Paso Sector and other agencies involved in this ongoing investigation as well as our partners with DIAP, DOT, and FMSCA for the support and training and tools in uncovering the criminal organizations tactics and involvement.

Last week our partners with Texas Highway Patrol in Culberson County hosted training through Federal Motor Carrier Safety and DIAP for a Commercial Motor Vehicle Interdiction Course hosted by a cadre of instructors ranging from Kentucky Highway Patrol, Louisiana State Troopers, among others.

The focus of the on hands training was to aid in assisting interdiction officers in uncovering ways of how criminal organizations use Commercial Vehicles to transport illegal contraband. Every interdiction officer was accompanied with a DOT federal Agent while the officer conducted traffic stops along Interstate 10.

The 4 day training yielded valuable techniques and tactics that will aid in the future arrest and seizures to combat the cartels attempt to infiltrate the United States with human, narcotic, fi****ms and currency smuggling that negatively effects communities across the U.S.

We would like to thank both Federal & state agencies for their knowledge, training and assistance.

***INFORMATIONAL ITEM***

It is with great pleasure to inform you that today during commissioners meeting the Hudspeth County Commissioners approved a resolution for Operation Stone Garden funding for Hudspeth County Constables Office Precinct 3.

Operation Stone Garden among several other state and federal grants are vital to agencies such as ours to obtain free funding that does not place a financial burden on the county and its budget. Especially during these financial hardships felt across our nation.

A special thanks to commissioners; Johnny Sheets, Sergio Quijas, Ben Snow, “Speedy” Virdell and Honorable County Judge Thomas D. Neely.

Moving forward this will set precedence to other grants that could provide additional funding for equipment and most importantly personnel for the safety and protection of the county and its citizens.
