Join AARP Vermont and the City of Burlington's Office of City Planning for a free cup of coffee and get the latest scoop on what’s happening on the housing front. We will be hosting a series of coffee chats in neighborhoods around Burlington to discuss benefits of and opportunities for “missing middle housing.” We will discuss ways we can encourage a diverse range of housing choices in a walkable context, such as duplexes, fourplexes, and small multiplexes that are compatible with single-family homes in existing neighborhoods. Last week, Burlington's City Council unanimously approved the proposed South End Innovation District (SEID), which enables dense, mixed-use development in the City's South End neighborhood. The SEID amendment will facilitate the development of a mixed-use urban district that supports the South End's arts and innovation economy, while also providing access to housing. It establishes specific standards for new development within the district, including:

- Land Use standards that allow for multi-unit housing and non-residential uses, including arts and making, office and innovation, and light manufacturing as well as other commercial uses that support a mixed-use neighborhood such as child care, small groceries, cafes, and laundry services.
- Residential developments within the overlay will be required to comply with the city's Inclusionary Housing standards, including that a minimum of 15% of housing units meet affordability limits, creating an opportunity for hundreds of new permanently affordable homes.
- Standards for building height which range from four up to eight stories, while limiting overall building size and requiring upper story variation to create a high-quality and livable urban form that facilitates residential and economic growth.
- Standards that require new blocks to be created on very large sites and that govern lot coverage and ground floor uses to guide the development of a walkable, dense, and human-scaled urban district.
- Standards that require buildings be close to streets and occupy the majority of a block's frontage, while providing a greater degree of flexibility and open space than downtown zoning districts.
- Parking standards that limit surface parking and guide the development of parking in a way that mitigates negative impacts.

This is big. After nearly 70 years, intercity passenger rail returns to this Friday, July 29, and we want you to be there.

Join us Friday at Union Station at 8:30 a.m. to celebrate the departure of the first Amtrak train from Burlington. There will be music, refreshments and an official program beginning at 9 a.m. with remarks and a ribbon cutting. Our new Amtrak service, from Burlington to New York City, departs at 10:10 a.m.

Above all, we're excited to share this moment together.

With the start of this Amtrak service, we can now walk out of our front door in the morning, stroll down to the waterfront with luggage in hand, and arrive in New York City by dinner. It has taken decades to get here, but our community made this happen. This is thanks to the individuals, businesses and nonprofits who have made our waterfront a premier destination, as well as the City, State and Federal government partners who worked tirelessly to get us to this moment.

The rail line needed to be relocated. The bike path had to be moved to the west side of the tracks. The City's wastewater plant access road needed to be shifted to accommodate storing the Amtrak train in the railyard overnight. Thanks to the Burlington Parks, Recreation & Waterfront and Public Works' staff for representing the City so well in this process.

I'm also excited our guests from New York City will soon be able to enjoy our newly re-built City Hall Park, our vibrant downtown, our bike path along Lake Champlain, a few creemes of course, and perhaps a snowy stroll along Church Street. Burlington continues to be one of the best places to live, visit, work and raise a family. Of course, there's always more to do. Passenger rail keeps us moving in that direction.
