The City of Burbank has finalized a schematic for the redesign of Johnny Carson Park. The project has been slightly scaled back to accommodate a revised budget of $3.6 million which was primarily predicated by the loss of Redevelopment funding. However, through a combination of grant funding (just over $2.1 million has been received as of today) and City funding, the City was able to adequately fund the project. The decision to approve the project and its corresponding budget will be considered by the City Council on June 4, 2013.

True to the original intent of the project, under the current design scheme the streambed will be restored and transformed into a more natural-like setting. As expressed during the community planning workshops, the streambed will also be designed in a way to prohibit the public’s access to the creek. The project will also reconfigure and expand the existing predestination loop trail and restore the pedestrian bridges to provide the public with better accessibility. Furthermore, an expanded destination play area which has been relocated closer to the restroom facilities and a larger stage area will also be complete as part of the project. In addition, the project includes a diverse landscape palate that will minimize water consumption. Finally, an extensive interpretive signage program coupled with two viewing platforms will be incorporated into the project to educate the community about the various environmental elements associated with this project.

This project is scheduled to go before the City Council on June 4, 2013 to approve the schematic design plan and the proposed budget as recommended by the Johnny Carson Park Oversight Committee. If approved by the Council, it is anticipated that construction activities will commence in the spring of 2014 and the project will be completed by the spring of 2015.

Johnny Carson Park to Receive $1.7 Million State Grant
Creek restoration is crucial element to the renovation of popular park

BURBANK, Calif. (November 28, 2012) – Plans to redesign popular, but aging Johnny Carson Park in Burbank will receive a significant boost thanks to more than $1.7 million dollars in grant money from the State of California.

The California Natural Resources Agency has announced that it will hold a ceremony in Sacramento this Wednesday (Nov. 28), at which time it will award $34 million to 33 river parkway projects around California.

Johnny Carson Park will receive $1,780,000 to restore an existing 885-foot storm water channel to a natural creek and create eight acres of habitat with a one-half mile ADA accessible creek side loop trail.

“This money will go a long way in the much needed renovation of Johnny Carson Park,” says Judie Wilke, Director of Parks, Recreation and Community Services for the City of Burbank. “Park users will be able to enjoy the parkland’s natural habitat in addition to the other amenities including, the playground, performance stage, picnic area and pedestrian bridges.”

The renovations to the 17.60 acre park that borders Bob Hope Drive and State Route 134 are in the design phase. More information regarding the proposed redesign of Johnny Carson Park can be found on the City of Burbank website http://burbankusa.com/

The City of Burbank has applied to the State of California for four individual grants and we have just received good news from the Land and Water Conservation Fund that the Johnny Carson Park Renovation Project has been recommended for an award of $265,000 in grant monies. The grant project’s scope includes enhancing the existing loop trail with interpretative signage, performing Americans with Disability Act (ADA) improvements to the two existing bridges, providing new Par Course exercise equipment and creating a secondary trail system complete with benches located throughout the newly created areas.

The approval process for the grant funding still needs to be submitted to the National Park Services and this process will take approximately three months before the City of Burbank receives a fully executed agreement. Therefore, the project status will be on hiatus for the next 120 days while we await this grant’s approval process along with the remaining outstanding grant updates. As you may be aware, with the recent dissolution of the City of Burbank’s Redevelopment Agency, the initial funding slated for this project has been eliminated and therefore the City is endeavoring to find creative methods of funding this very worthwhile community project.

It should be noted during this upcoming Fiscal Year’s budget process, that the City Council has approved $300,000 to be allocated for the removal of the existing play equipment, installation of new play equipment along with a shade structure(s).
