June 2, 2026 – Flagler County is being praised for its annual budget presentation for the fiscal year 2026 budget, as well as receiving special recognition in “Long-Range Operating Financial Plans,” by the Government Finance Officers Association (GFOA) with its “Distinguished Budget Presentation Award.”

“Madam Chair, it is always an honor to be before the Board, but today I am particularly proud to announce that the Government Finance Officers Association of the United States and Canada (GFOA) has once again conferred the nationally recognized Distinguished Budget Presentation Award to Flagler County’s Annual Budget for the fiscal year ending September 30, 2026,” said Interim Deputy County Administrator John Brower, who is the Financial Services Director.

This marks the 17th straight year Flagler County has received this honor, showing the Board of County Commissioners’ steadfast commitment to not only achieving, but maintaining, excellence in governmental budgeting. It is also the second consecutive year that the budget has received special recognition for long-range operating financial plans.

“Congratulations to the Office of Management and Budget (OMB) team for their outstanding work on the creation of our FY26 Budget,” said Interim County Administrator Adam Mengel. “The team continues to set a high standard through their hard work and dedication.”

This GFOA Distinguished Budget Presentation Award represents the highest form of recognition in governmental budgeting and is a significant achievement for Flagler County.

“More importantly, however, along with the very strong growth of the General Fund’s fund balance over the last 6 years and aggressively managing and restructuring the county’s debt over the same timeframe,” Brower said. “This award is yet another strong indicator of the BOCC’s commitment to fiscal strength and a testament to its dedication towards sound financial management.”

Senior OMB Analyst – Amanda Gilbert
OMB Manager – Brian Eichinger,
“This award is unique in many ways,” Brower said. “One of my favorites is that it deeply involves input from every department across our organization, working with OMB as they create and fine-tune the most important and comprehensive publication a County can create for its citizens.”

Each year, the county’s budget is rated in four categories by the GFOA: as a policy document, as a financial plan; as an operations guide; and, as a communications device.

“It, along with our Transparency Dashboard, makes Flagler County one of the most open, available, and yes, transparent governmental entities in the state, if not the nation,” Brower said. “We believe that the better it is, and the more transparent we are, the more trust we earn and the better we are serving our citizens.”

There are more than 1,600 participants in the Budget Awards Program, according to a news release issued by the GFOA. The association credits award recipients for pioneering efforts to improve the quality of budgeting and by providing an excellent example for other governments throughout North America.

DOH-Flagler Issues Blue Green Algae Health Alert for Haw Creek area

Bunnell, Fla. — The Florida Department of Health in Flagler County (DOH-Flagler) has issued a health alert for the presence of harmful blue-green algae toxins in Haw Creek–Confluence of Dead Lake, Haw Creek, and Crescent Lake. The alert is in response to a water sample taken on May 26, 2026. The public should exercise caution in and around this area.

Residents and visitors are advised to take the following precautions:

• Do not drink, swim, wade, use personal watercrafts, or come into contact with waters where there is a visible bloom.
• Wash your skin and clothing with soap and water if you have any contact with algae, or discolored or water that smells unpleasant.
• Keep pets and livestock away from the area to avoid any contact with water. Waters where algae blooms are present are not safe for animals. Pets and livestock should use an alternative source of water when algae blooms are present.
• Do not cook or clean dishes with water contaminated by algae blooms. Boiling the water will not eliminate toxins.
• Eating fillets from healthy fish caught in freshwater lakes experiencing blooms is safe. Rinse fish fillets with tap or bottled water, throw out the guts, and cook fish thoroughly.
• Do not eat shellfish in waters with algae blooms.

The Florida Department of Environmental Protection (DEP) and partners collect algae samples from reported bloom locations. After samples are analyzed at their laboratory, the toxin results can be viewed on the Protecting Florida Together or on DEP’s Algal Bloom Dashboard.

What is Blue-Green Algae?

Blue-green algae are a type of bacteria that is common in Florida’s freshwater environments. A bloom occurs when rapid growth of algae leads to an accumulation of individual cells that discolor water and often produce floating mats that emit unpleasant odors.

Blue-green algae blooms can also appear as scum, foam, or paint on the surface of the water in various colors. To learn more about the appearance of algae blooms, visit Protecting Florida Together.

Some environmental factors that contribute to blue-green algae blooms are sunny days, warm water temperatures, still water conditions, and excess nutrients. Blooms can appear year-round but are more frequent in summer and fall. Many types of blue-green algae can produce toxins. Blue-green algae may not always be visible as a bloom, but it can still be present in the water.

Is Blue-Green Algae Harmful?

Blue-green algae can produce toxins, which can be harmful to human and pets as well as ecosystems, including fish and other aquatic animals. Sensitive individuals (e.g., children, the elderly, and those who are immunocompromised) may still be at risk even at low concentrations and should avoid any exposure.

Where Can I Report Issues Related to Algae Blooms?
• Algae Blooms: DEP monitors algae blooms and collects samples for analysis. Blooms can be reported to DEP online or by calling toll-free at 1-855-305-3903.
• Human Health: Report symptoms from exposure to a harmful algae bloom or any aquatic toxin to the Florida Poison Information Center by calling 800-222-1222 to speak to a poison specialist.
• Animal Health: Contact your veterinarian if you believe your pet has become ill after consuming or having contact with blue-green algae contaminated water.
• Fish Kills: Dead, diseased, or abnormally behaving fish or wildlife should be reported to the
Florida Fish and Wildlife Conservation Commission online or at 800-636-0511.
