We wanted to have a page where we can get information out to the public, allow you to be able to send us direct messages, and be able to report positive changes to your Police Department. July is Speeding Awareness Month, and we're participating with other local departments and the Arkansas State Police. You will see our officers out from now until July 31st conducting radar enforced speed checks.

According to the National Highway Traffic Safety Administration (NHTSA) speeding killed 11,775 people in 2023 alone. Slow down, leave a few minutes early, and arrive safely.

Just a public service announcement. It was said in a recent anonymous post that the Bull Shoals Police Department doesn’t offer civil standbys on weekends. This is a false statement, I don’t know if Marion County SO does or not, but we do. As long as we have an officer available and not on another call we can do them 7 days a week. We encourage it to be daylight hours just for officer safety as well but arrangements can be made with special circumstances. Thank you and have a blessed day.

Due to accusations being made and an effort to be transparent we are releasing the findings from this case involving a mayoral candidate from last year.

On October 13th 2024 at approximately 3:10 PM the Bull Shoals Police Department took a report of some damaged campaign signs located at the corner of Hwy 178 and River Cliff. A trail camera had been placed at the location due to previous complaints. Once the report had been made an officer went to the location and pulled the SD card from the camera and it was examined at the PD. The suspect was clearly identified as Phillip Friese in the pictures and he was driving his truck with his campaign placards on the side.

Chief Brad Harper was made aware about the findings from the cameras and he reached out to the Prosecuting Attorney, Kerry Chism. Chism advised that he would have to check with some other prosecutors to make sure if it would be criminal mischief or a different tampering charge due to it being a political sign. On 10-28-2025 Chism and Harper spoke and Chism advised it would just be Criminal Mischief and to go ahead and type the affidavit. Harper asked if it would be a problem since the suspect is a mayoral candidate and it was election week. Chism advised that doesn't affect the law at all and to proceed. An affidavit was prepared and was signed by the Judge later that same day (included picture) and a "Read Only" warrant was issued.

On 11-2-2025 at around 1600 hours a Bull Shoals officer affected a traffic stop on Friese due to positive identification and Friese having an expired drivers license since May. Friese was issued a citation for the expired DL and was read the warrant, given a court date, and was released on the scene.

The sign in question is the only green political sign at the location.
The pictures provided show time stamps and the evidence that lead to the affidavit and are as follows:

16:11:28 time stamp shows Friese's truck arriving at the scene
16:12:55 time stamp shows Friese parked at the location and you can see where the green sign is located and that it is upright, not touching Friese's sign
16:29:00 time stamp shows, look close on the left side of the picture, Friese holding the green sign. You can see his red shirt and he is holding the sign.
The next picture is zoomed in on the same picture of him holding the sign and you can clearly see the sign is still in tact and that the weld on the bottom is not broken and is still straight.
16:32:05 time stamp shows Friese still on scene and the green sign is now bent and laying over, the condition it was when we arrived on scene.
The last two pictures are of the sign with the weld broken and it being bent.

We should also note that Friese just a few weeks prior to this called then Mayor Duss to a location for her to move one of her signs because he didn't like the placement of hers stating it was blocking his sign. That shows that the appropriate process for moving another candidate's sign was known by Friese and just simply wasn't followed during this incident. Friese also did not advise anyone that sign had been broken, even if it was an accident or not.

The Prosecutor and Friese's Defense Attorney both agreed that Friese broke the sign, that he should have called someone, and that he should not have touched anyone else's sign. However, Chism stated that we couldn't prove reckless intent and that is why the charge was dropped and was not tried before the Judge.

This morning at 9:03 AM Bull Shoals Police, Bull Shoals Fire, Fairview Fire, Flippin Fire, Grover Fire, Marion County Corner, Marion County OEM, Arkansas State Police and Baxter Health responded to a structure fire on McDonald’s Meadow in Bull Shoals. A male victims body was found inside the residence once firefighters were able to make entry into the home. Arkansas State Police Corporal Robson and Fire Investigator Eddie White was called to the scene. White in collaboration with ASP, Chief Mitchell and Chief Harper determined it to be an accident and the body was turned over to the Corners office. No foul was suspected. Robson and Harper notified next of kin. Please respect the families privacy and stay away from the area unless necessary. We would like to say thank you to all the agencies that assisted today, everyone worked as a team with a common goal.

As many of you already know we lost a staple in our community yesterday. For so many of us going in Connie's Cafe wasn't just about getting breakfast or lunch. We went to Connie's each with a different type of relationship with Susanne, a relationship that was cherished by so many of us. Friendships were formed and now we mourn the loss and are left wondering what do we do now. I know this is especially true to me personally as I am close friends with the entire family. Susanne's daughter, Taylor, having worked at Connie's for years as well and formed the same type of relationships with all of her regulars as well. After working this horrific incident yesterday, I spent the evening with the family asking the same questions that many of you are asking, "what can we do to help." The simple and to the point answer is the kids, Blake and Taylor, lost both parents and have to make funeral arrangements for both of them. As we all know funeral's these days are extremely expensive. So I will be setting up a benefit account at First Security Bank In the name of Blake and Taylor Due Benefit Account this morning where donations can be dropped of. Lets rally behind Susanne and help her children get through the worst day of their lives and help with these expenses. PLEASE SHARE THIS AND GET THE WORD OUT!

I will add one more thing, as much as it will hurt, and as different as it will be, those that have supported Connie's all these years have to continue. I assure you the staff there is hurting as well but that business must stay operational and we have to support that!

Update on this mornings homicide. The suspect has been located and is deceased from a self inflicted wound. Please keep the family and everyone else involved in your thoughts or prayers. Thank you to all the agencies involved in bringing this matter to a close!

This morning at approximately 6am the Bull Shoals Police Department received a 911 call of gun shots being heard on Maple Ave. Chief Harper responded to the scene and a gun shot victim was located. Arkansas State Police was called to the scene along with help from Flippin PD, Marion County Sheriffs Office, and Lakeview Police Department. The victim was transported to Baxter Health where she was later pronounced deseased. The suspect has been identified as Brooks Due and was driving a 2013 Black Dodge Avenger. Due is considered armed and extremely dangerous. If you have any information of his wearabouts call 911 and do not approach him. Press releases will go through Arkansas State Police. This was an isolated incident and not considered an active shooter situation.

****Public Safety Announcement****
I have been contacted by a couple of citizens whom have received phone calls from contractors stating they need to come expect their roof. As this has not been verified that it is a scam, we want to warn of the possibility of it being a scam. If you are getting a contractor to come out to give you an estimate make sure to ask for the business license, their proof of insurance, and be careful with giving money up front before any work is completed.
