The New York Health Act (NYHA) is the only bill currently in the New York state legislature that would ๐ ๐ฎ๐๐ซ๐๐ง๐ญ๐๐ ๐๐จ๐ฆ๐ฉ๐ซ๐๐ก๐๐ง๐ฌ๐ข๐ฏ๐, ๐ก๐ข๐ ๐ก ๐ช๐ฎ๐๐ฅ๐ข๐ญ๐ฒ ๐ก๐๐๐ฅ๐ญ๐ก๐๐๐ซ๐ ๐๐จ๐ซ ๐๐ฏ๐๐ซ๐ฒ ๐๐๐ฐ ๐๐จ๐ซ๐ค๐๐ซ โ no exceptions.

And no more worrying if your doctor or hospital is in your insurance providerโs network. ๐๐จ๐ฎ ๐ฌ๐๐ ๐ญ๐ก๐ ๐๐จ๐๐ญ๐จ๐ซ๐ฌ ๐ฒ๐จ๐ฎ ๐ฐ๐๐ง๐ญ, ๐ฐ๐ก๐๐ง ๐ฒ๐จ๐ฎ ๐ฐ๐๐ง๐ญ, ๐ฐ๐ข๐ญ๐ก๐จ๐ฎ๐ญ ๐๐จ๐ฌ๐ญ ๐๐ฌ ๐ ๐๐๐ซ๐ซ๐ข๐๐ซ ๐ญ๐จ ๐๐๐ซ๐.

The ๐๐๐ฐ ๐๐จ๐ซ๐ค ๐๐ญ๐๐ญ๐ ๐๐จ๐ง๐ฌ๐ญ๐ข๐ญ๐ฎ๐ญ๐ข๐จ๐ง states: "The protection and promotion of the health of the inhabitants of the state are matters of public concern and provision therefor shall be made by the state and by such of its subdivisions and in such manner, and by such means as the legislature shall from time to time determine."(Article XVII, ยง 3.) ๐๐ฅ๐ฅ ๐ซ๐๐ฌ๐ข๐๐๐ง๐ญ๐ฌ ๐จ๐ ๐ญ๐ก๐ ๐ฌ๐ญ๐๐ญ๐ ๐ก๐๐ฏ๐ ๐ญ๐ก๐ ๐ซ๐ข๐ ๐ก๐ญ ๐ญ๐จ ๐ก๐๐๐ฅ๐ญ๐ก ๐๐๐ซ๐.
To address the fiscal crisis facing the healthcare system and the state and to assure New Yorkers can exercise their right to health care, this legislation would establish a comprehensive universal single-payer health care coverage program, funded by broad-based revenue based on ability to pay, for the benefit of all residents and employees of the state of New York.
This bill would create a universal single payer health plan, ๐๐๐ฐ ๐๐จ๐ซ๐ค ๐๐๐๐ฅ๐ญ๐ก (NYH),to provide ๐๐จ๐ฆ๐ฉ๐ซ๐๐ก๐๐ง๐ฌ๐ข๐ฏ๐ ๐ก๐๐๐ฅ๐ญ๐ก ๐๐จ๐ฏ๐๐ซ๐๐ ๐ for all New Yorkers.
This legislation establishes that every New York resident, and individuals employed full time in New York but living out-of-state, would be eligible to enroll, regardless of age, income, wealth, employment, or other status. There would be no network restrictions, deductibles, or co-pays. Coverage would be publicly funded. This legislation would also outline the ๐๐๐ง๐๐๐ข๐ญ๐ฌ ๐จ๐ ๐ญ๐ก๐ข๐ฌ ๐ฉ๐ฅ๐๐ง to ๐ข๐ง๐๐ฅ๐ฎ๐๐ comprehensive outpatient and inpatient medical care, long-term care (including home care and nursing home care), primary and preventive care, prescription drugs, laboratory tests, rehabilitative, dental, vision, hearing, and hospice, as well as all benefits required by current state insurance law or provided by any state or local public employers, the Essential Plan, Child Health Plus, Medicare, or Medicaid, and others added by the plan. All of these benefits would apply to all NYH enrollees.
New York Health covers health care services when a member is ๐จ๐ฎ๐ญ ๐จ๐ ๐ฌ๐ญ๐๐ญ๐, either because health care is needed while the member is traveling or because there is a clinical reason for going to a particular out-of-state provider, or for individuals that are employed in New York but live outside the state.
