The Council is a political subdivision of the State of West Virginia and functions as an association of local governments organized as a regional planning and development body. The Council serves the counties of Barbour, Braxton, Gilmer, Lewis, Randolph, Tucker, and Upshur within the State of West Virginia, by promoting the social, economic, educational, environmental, and general welfare of the citizens of this region.

Counties play a critical role in water infrastructure delivery while facing significant fiscal constraints.

Earlier this year, NACo sent a letter in support of the U.S. Environmental Protection Agency's Clean Water and Drinking Water State Revolving Funds program, a key funding mechanism for county drinking water projects.

FEMA has opened the application period for three fire and emergency response grant programs totaling $648 million.

Counties can use the funds to support staffing and equipment needs, responder wellness and fire prevention efforts.

The WVDEP Office of Abandoned Mine Lands and Reclamation (AML) is now accepting applications for 2026 Abandoned Mine Lands Economic Revitalization (AMLER) program funding.

This federal grant program supports economic development projects located on or near mine sites that ceased operations before the Surface Mine Control and Reclamation Act (SMCRA) was signed into law on Aug. 3, 1977. A map of AML sites in West Virginia is available here​.​
