City of Buckhannon Encourages Residents to Prepare Properties for Summer Season - As warmer weather arrives, the City of Buckhannon is asking residents to help keep our community clean, safe, and welcoming for neighbors and visitors. Each year, we have recurring issues that generate complaints. The City asks all residents to take a few simple steps to maintain their properties and follow established ordinances.
Key Reminders for Summer Readiness
Responsible pet care — Pets must remain under the owner’s control, and owners are required to remove pet waste from public or private property they do not own. The checklist notes: “Be kind to your pet… does it have access to shade, food, and fresh water?”
(Ordinances #300, #397)
Grass clipping disposal — Grass clippings must not be left in the street, where they can block storm drains and contribute to flooding. Yard debris pickup is available each Friday morning when scheduled before noon on Thursdays. “Please do not dispose of yard waste as part of your weekly trash pickup.”
(Ordinance #193)
Trash container storage — After pickup, trash containers must be returned to a location that does not detract from the neighborhood's appearance. Leaving containers out for more than 24 hours violates.
(Ordinance #244 Section 628)
Routine lawn maintenance — Weekly mowing and removal of excess materials help keep neighborhoods attractive. Residents may arrange bulky item pickup for a reasonable fee. “Failure to mow your lawn… often becomes an eyesore for your neighbors.”
(Ordinance #244 Section 602)
Removal of abandoned vehicles — Rusting or unused vehicles should be removed promptly. If an item has not been used in a year, the City encourages arranging for removal.
(Ordinance #357)
Yard sale limits — State law allows no more than four yard sales per year, each lasting no more than 48 hours, without requiring a business license or sales tax collection. “Persons who routinely sell odd items… are engaged in the business of selling and must register.”
(Title 110 Series 15 Section 2.39)
Traffic safety — Residents are urged to obey speed limits and stop signs to protect children, pedestrians, and other drivers.
Completion of building projects — Building permits expire after six months. Unfinished projects can create clutter and frustration for neighbors.
(Ordinance #244 Section 617)
Litter prevention — Residents are encouraged to dispose of trash properly and avoid littering in public spaces.
Swimming pool safety — Private pools deeper than 24 inches must be located in rear yards and fully enclosed by a six‑foot barrier. Stagnant water must be drained to prevent mosquito breeding. “Please take the necessary steps to resolve this problem within 15 days…”
(Ordinance #244 Section 606)
Sidewalk maintenance — Property owners must keep sidewalks clean and free of hazards. This includes trimming vegetation, removing debris, and avoiding parking vehicles on sidewalks. Hazardous sidewalks may be reported to 304.472.1651.
(Ordinance #193 Section 7)
