LEGAL NOTICE OF PUBLIC HEARING

Proposed Improvement to C.R. 1000 N in Hendricks County
The Hendricks County Highway Department will host a public hearing on Thursday, December
18, 2025, at Eaton Hall; 61 N. Green St. Brownsburg, IN, 46112. The purpose of the public
hearing is to offer all interested persons an opportunity to comment on current preliminary
design plans for the proposed improvements on C.R. 1000 N from S.R. 267 to .25 miles east of
C.R. 1075 E in Hendricks County, IN. Doors will open at 5:30 PM to view displays and meet
the project team, followed by the formal hearing at 6:00 PM which includes a presentation and
an opportunity for public comment. The display area will remain open until 7:30 and project
team members will be available to give any further explanations of materials.
The purpose of the project is to provide sufficient geometry of C.R. 1000 N and hydraulic
sufficiency of cross culverts to meet current design standards. Additionally, the purpose is to
address the deteriorated condition of Hendricks County Bridges Nos. 29 and 38.
As proposed, the project will be built in two phases to improve the roadway and meet current
design standards. Phase 1 extends from SR 267 to about 750 feet east of the planned Ronald
Reagan Parkway intersection, located approximately 0.55 mile east of CR 800 E. Phase 2
continues from Ronald Reagan Parkway to roughly 0.25 mile east of C.R. 1075 East. Phase 2 is
conceptual. Additional design and environmental review will be completed for Phase 2 once
construction funding is secured.
Both phases will rehabilitate and widen C.R. 1000 N. along the existing alignment to provide 12-
foot travel lanes and 8-foot shoulders (4 feet paved, 4 feet stone). The road will remain two
lanes, except near C.R. 750 East where it will widen to include a center left-turn lane.
Improvements include slope improvements, guardrails where needed, pavement milling and
resurfacing, and full-depth reconstruction in select areas. Drainage will be upgraded with open
ditches where possible, and driveways, culverts, and mailbox areas will be rebuilt as necessary.
Phase 1 requires approximately 9.64 acres of new permanent right-of-way (ROW). The ROW to
be acquired is primarily strips of ROW along C.R. 1000 N. The project also requires
approximately 0.11 acre of temporary ROW for structure removal and replacement, as well as
driveway reconstruction.
Phase 2 requires approximately 17.13 acres of new permanent ROW and 0.18 acres of temporary
ROW. The ROW to be acquired is primarily strips of ROW along C.R. 1000 N.
The Maintenance of traffic (MOT) plan is anticipated to require a detour for both phases. The
detour for Phase 1 is anticipated to utilize C.R. 950 E, C.R. 750 S, and S.R. 267. The detour for
Phase 2 will be determined during planning and final design for that portion of the project once
funding is secured. Construction is anticipated to begin in Spring 2027. Access to all properties
will be maintained during construction.
Federal and State funds are proposed to be used for construction of this project. The cost of
Phase 1, including engineering, ROW, and construction, is estimated at $11,366,458. Phase 2
funding will be programmed at a later date. This project poses minimal impact to natural
environment. A Categorical Exclusion (CE-3) environmental document has been prepared for the
project, which is available to view, along with preliminary design plans, at the following

Public statements for the record will be taken as part of the public hearing procedure. All verbal
statements recorded during the public hearing and all written comments submitted prior to,
during, and for a period of two (2) weeks following the hearing date will be evaluated,
considered, and addressed in subsequent environmental documentation. Written comments may
be submitted prior to the public hearing and within the comment period to Sam Smith with

With advance notice, Hendricks County will provide accommodations for persons with
disabilities with regards to participation and access to project information as part of the hearings

(CFR 771.111(h)(1)) states: “Each State must have procedures approved by the FHWA to carry

involvement procedures shall provide for periodic review of the effectiveness of the public
involvement process to ensure that the process provides full and open access to all and revision
of the process as necessary,” approved by the Federal Highway Administration, U.S. Department
of Transportation on July 7, 2021.
