Public Notice: Presentation of the Proposed 2026/2027 Annual Budget & Public Hearing

Town of Broadway, North Carolina

The Town of Broadway’s proposed 2026/2027 Annual Budget will be formally presented at the Town Board Meeting on Tuesday, May 26, 2026. Residents and interested parties are invited to review the recommended budget and participate in an upcoming public hearing.
Public Hearing Details
• Date: Tuesday, May 26, 2026
• Time: 6:00 PM
• Location: Council Chambers at Town Hall (103 N. Main Street, Broadway, NC)

Budget Summary & Key Highlights
General Fund & Property Tax Rate
The proposed budget includes a three-cent ($0.03) increase in the property tax rate. This adjustment is necessary to preserve current levels of town services and cover unavoidable operational cost increases, including:
• A 3% Cost-of-Living Adjustment (COLA) for town employees.
• Ongoing increases in health insurance and employee benefits.
• Necessary maintenance for town parking lots.
• Projected increases in electricity rates.
• Increased cost for IT Support
• Increased cost for Code Enforcement

Please Note: This three-cent increase maintains existing operations but will not cover additional funding requests submitted by the police department, required ADA compliance for the town’s website, or any other outstanding capital improvements.
To avoid further tax increases while addressing critical equipment needs, the town will utilize its fund balance (savings) to replace two aging vehicles: one police department vehicle and one public works vehicle.

Enterprise Fund (Water & Wastewater Systems)
The Enterprise Fund operates as a self-sustaining entity. Following the recent completion of a comprehensive wastewater distribution system Capital Improvement Plan and assessment, a rate adjustment is required to properly maintain the system and fund vital long-term upgrades.
• The flat user fee will increase to $10.00.
• Usage rates will see an average increase of 10%.
Note: These utility rate increases reflect the direct recommendations of the recent wastewater assessment, which advised adjusting Broadway's utility rates to ensure long-term infrastructure stability.

How to Review the Budget
The recommended 2026/2027 budget is available for public inspection prior to the hearing:
• Online: Visit the town website at www.broadwaync.com.
• In Person: Printed copies are available at Broadway Town Hall during regular business hours.
All citizens are encouraged to attend the public hearing on May 26 to share their feedback with the Town Board.

Road Work Update: N.C. 42 (Broadway Road) Project 🚧

Representatives from the NCDOT recently met with the Town Board to provide the latest updates on the R-3830 construction project. Here is what you need to know:

📍 Current Work Zone: Crews are currently working on Main Street from Johnson Street to Dalrymple Street. Please be aware that the contractor has shifted the lanes over to allow for construction on the north side of the road. Lane shifts will continue to alternate until this portion is complete.

🗓️ The Timeline:

-Delays: Initial construction was delayed due to utility relocations.

-Broadway Segment: Construction through town is anticipated to wrap up by the end of 2026 (pending weather and unforeseen delays).

-Full Project: The entire stretch from Broadway to Sanford is expected to be fully completed by the end of 2027.

🚗 Business & Home Access: We know driveway access is a top priority! The Town Board has requested that the DOT communicate directly with property owners whenever driveways will be impacted to help minimize disruptions for our local businesses and residents. The board also requested appropriate traffic control measures during all roadwork.

🛣️ The Finishing Touch: Once all the curb, gutter, sidewalk, and lane expansions are finished, the entire project will receive a final resurfacing to ensure a smooth ride from start to finish.

🔗 Stay Informed: For real-time updates and more details, you can follow the project's progress directly at the NCDOT portal: https://ncdot.publicinput.com/x8686

Thank you for your patience as we work toward a safer, more connected Broadway!
