Incorporated in 1994, the WVCEH began as a meeting of the Executive Directors of the ten WV Department of Health and Human Resources (DHHR) funded Emergency Shelters. WVCEH operates the centralized intake line for the geography of the Balance of State, is a direct services provider of permanent housing, rapid rehousing, and homeless prevention efforts. WVCEH operates the statewide Homeless Management Information System database, provides reporting and system analysis of our efforts.

The FY 2026 CoC Program Funding Competition is OPEN!

As of June 4, 2026, the WV Balance of State (BoS) Continuum of Care (CoC) is seeking Project Applicants for the FY26 CoC Program Competition NOFO. Agencies desiring to participate in this year's project application process for HUD funding will need to read and complete the process outlined in the Letter of Intent instructional guide in order to be eligible and prepared for this year's application submission. Additional details and the Letter of Intent to Apply can be found here: https://wvceh.org/nofo/

Agency Threshold Forms for project applicants must be received by WVCEH (CoC Lead Agency) via Google Form at https://forms.gle/8auXyUvssJoNzCVx6 by June 26th at 5:00 pm. Agencies submitting applications for more than one project should only submit this form once.

Letters of Intent (LOI) for all new and currently funded CoC/YHDP projects must be received by WVCEH (CoC Lead Agency) via Google Form at https://forms.gle/GGTgZSGkCjTsXBk9A by June 26th at 5:00 pm. Agencies submitting applications for more than one project must complete an LOI for each project.

📍Coverage area: Southern, WV regions of the Balance of State Continuum of Care (Beckley, Lewisburg, Logan, Princeton, Bluefield).

Do you love building relationships, solving problems, and making a real impact in your community?

The West Virginia Coalition to End Homelessness (WVCEH) is seeking a Landlord Liaison who thrives on connecting with people, opening doors to new opportunities, and creating win-win solutions. This isn't a traditional office job, we're looking for a self-starter with a relationship-building mindset who enjoys networking, community outreach, and helping people find stable housing.

What You'll Do:

✅ Build and maintain relationships with landlords, property managers, housing authorities, and community partners
✅ Recruit new landlords and expand housing opportunities for individuals and families experiencing homelessness
✅ Promote WVCEH housing programs and educate property owners about available supports and incentives
✅ Serve as a trusted resource and problem-solver for both landlords and tenants

Who We're Looking For:

✔ A motivated self-starter who can work independently and take initiative
✔ Someone who enjoys talking to people and building professional relationships
✔ A natural networker with a "sales-minded" approach to partnership development
✔ Strong communicator and problem solver who can navigate challenges with confidence
✔ Experience in property management, real estate, social services, housing programs, or community engagement is a plus
✔ Passion for making a difference in the lives of others

One of the biggest misconceptions about homelessness is that people need to “just get a job.”

In reality, many people experiencing homelessness are already working and still unable to afford stable housing. Others may be older adults or individuals with disabilities living on fixed incomes that no longer cover the cost of rent and basic needs.

Housing instability is often tied to factors such as: affordability, healthcare costs, limited housing availability, and gaps between income and rising living expenses, not a lack of effort or willingness to work.

WVCEH staff had a great time this weekend at the Berkeley County Sheriff’s 5th Annual Community Day! ☀️

From fire trucks and ambulances to a helicopter landing and takeoff, there was no shortage of excitement for kids and families. Even better, the day was full of meaningful connections with community partners; conversations that ultimately help all of us serve our communities better.

We’re grateful to be part of events like this that bring resources directly to folks and create opportunities to connect people with the support they need.
