Security tip - Office 365 "new voicemail" attack

Due to its popularity, Microsoft's Office 365 is often spoofed in phishing attacks. Recently, the bad guys are trying a new angle in their Office 365 phishing emails. They're sending what appears to be "new voicemail" email notifications.

The emails look legitimate, with the help of a Microsoft or Office 365 logo and details about the fake voicemail such as the caller's phone number and the length of the message. To increase their chances of success, the bad guys are using two different emails:
1. One email includes a fake play button with a link that you're instructed to click on to listen to your message.
2. The other email includes an HTML attachment that you're instructed to open to listen to your message.
If you click on the phishing link or open the HTML attachment, you'll be redirected to a fake login page that appears to be the Microsoft Office 365 login portal. If you mistakenly enter your credentials here, they'll be immediately stolen.

Remember the following to protect yourself from these types of attacks:
• Never click on a link or an attachment that you weren't expecting. Even if it appears to be from a person or organization that you're familiar with, the sender's email address could be spoofed.
• If you're already logged into your email account, you shouldn't be prompted to log in again - this is a red flag. Before you enter sensitive information on any page, check the domain name. Make sure that the website you are on is correctly spelled and not mimicking a well known brand or company.
• Get familiar with the format of your voicemail notification emails. If you're ever in doubt, contact the proper department in your organization before you click on any links or download attachments.

Efficiency Smart – Rebates on Heat Pumps.

Residents can learn about new rebates on air source and cold climate heat pumps.

There is a $100 Rebate on select air source heat pumps. Air source heat pumps work by absorbing heat from the outside air and transferring it into your home. Modern heat pumps can reduce electricity use for heating by approximately 50% compared to electric resistance heating such as furnaces and baseboard heaters.

There is a $750 rebate on select cold climate heat pumps. Cold climate heat pumps are designed specifically for very cold climates and can efficiently extract heat from air with temperatures far below 0°F. These heat pumps provide a very efficient way to heat homes, lower electric bills and improve comfort.

SECURITY TIP - PayPal is the MOST POPULAR PHISHBAIT

If you use PayPal for online shopping or services, you probably receive emails from them on a regular basis. But be warned: Hackers are now impersonating PayPal in their phishing emails more than any other brand.

The attackers are sending various types of emails claiming that you need to log in to your PayPal account. If you click on links in these emails, you'll likely be brought to a fake login page, where your credentials will be stolen if you attempt to log in.

Follow these tips to keep yourself safe from PayPal and other brand impersonation attacks:
• Never click on links in an email you weren't expecting.
• When you receive an email asking you to log in to an account or online service that you use, log in to your account through your browser - not through links in the email. This way, you can ensure you're logging into the real website.
• Be sure that your PayPal password or passphrase follows secure password guidelines. Search the web to find password tips and recommendations, or contact the appropriate department in your organization for password pointers.

REPORT CARD – NOVEMBER 2019: BREWSTER POLICE DEPARTMENT 0.2% INCOME TAX

In 2016 the Village voters approved an increase in the 1.0% Village Income Tax of 0.2% with those new tax revenues to be used solely for supplementing the operations of the Village Police Department. When explaining the Ballot Issue, Village Council advised that the additional funding would be used to support the Village’s School Resource Officer (SRO #1) in Fairless Schools, to provide additional training for Village Police Officers to better serve and protect Village residents, to better equip Village Police Officers with the purchase of equipment such as body cameras, and to better address the National drug issue that touches every community.

This Municipal Income Tax is for Five Years and began on January 1, 2017 and will continue until December 31, 2021. For the most recent full year of 2018 this 0.2% income tax generated $ 174,144 and saw expenditures of $ 94,469.98. The resulting 2018 carryover of PD Income Tax funds into 2019 was $ 145,741.48 which provided a very reasonable start for 2019 operations

For thus far in 2019 I would report the following:

The Expenditures from the PD Income Tax Fund:

Through a cooperative effort by the Fairless Board of Education and Brewster Village Council an agreement was executed in 2018 under which the Brewster PD would hire a sixth Full Time Police Officer to be stationed as an SRO in the Fairless Elementary and Middle Schools during the 2018-2019 School year. In 2019, for the 2019-2020 School Year, the partnership between Fairless Schools and the Village to provide the additional School Resource Officer was continued. Under the agreement with Fairless, Brewster continues to fund the SRO #1 fully, and Fairless agrees to cover 70% of the overall cost of the second SRO and the Brewster funds the remaining 30%. The Village’s 30% covers the costs for SRO #2 for non-school days when the Officer is utilized in the Village. Also, in 2019 expenditures for the both SROs included additional Training to keep each Officer at a 2019-2020 SRO training level.

In addition, 2019 Expenditures from the PD Income Tax Fund allowed the PD to provide the replacement of the PD computers as well as the compatible server, undertake a minimum of 32 hours of training for all Officers, to expend $ 16,908 for the purchase of MARCs radios for the PD in cooperation with Stark County, purchase a Seventh Street E. speed sign to monitor traffic, fund the purchase and installation of equipment and decals for the new 2020 Tahoe Cruiser, to purchase a new handheld radar gun, and so forth .

The availability of these income tax funds also has an impact on allowing the PD to use their normal General Fund moneys to add equipment and update facilities. Equipment purchases included providing eight Officers with G***k 17s to complete providing all Officers with a standard weapon throughout the Department. These weapons issued are Village property and will be returned to the Brewster PD, if an Officer should leave. These efforts make all Officers’ weapons compatible and should reduce the overall cost of ammunition. A contract with Virtual Academy which offers extensive on-line training for all Police Officers and proved to be an excellent and timely training venue was continued in 2019. The Chief launched this training program in 2018 to provide vital training to all Officers that is as near as a PD computer.

The Village’s ability to provide SRO #1 to Fairless Schools, to contribute to the second SRO, to provide needed training, and to make needed upgrades in the PD is directly linked to the additional funds from the 0.2% municipal income tax.

Under the leadership of Chief Creter, we believe we are making the best effort to spend the new 0.2% income taxes dollars wisely and efficiently.

2019 REPORT CARD for BREWSTER STREETS

Funding Street Improvements:
At the Polls on November 8, 2016 Brewster Voters approved a 0.5% Municipal Income Tax measure that will be effective from January 1, 2017 through December 31, 2021. This Municipal Income Tax will provide additional revenues for the operation of the Village Police Department and for the maintenance of Village roadways. Estimates in 2016 showed that an additional $400,000 would be gained annually from this new Income Tax, and of that amount $ 240,000 would go toward Street maintenance (60%) and $ 160,000 for the operation of the PD (40%).

In 2018 the tax revenue received from the 0.3% income tax for Village street maintenance was $299,000.16 and of that amount $ 240,999.96 was used to rebuild, prepare, and pave Village streets that included Willow Street, Park Drive, and both sides of the Veteran’s Boulevard, as well as Tuscarawas, Needham, North Jackson, and Oak Streets.

In 2019 through the Village used its funds to leverage State and Stark County funding. In 2019 the Brewster Street Program was even more substantial as the following will show:
• A Seventh Street Paving & Improvement Project was completed utilizing an Ohio Public Works Commission grant of $ 111,475 and $ 128,525 from Brewster Income Tax Funds. This total was in addition to $ 35,700 utilized for the installation of 850 lineal feet of curb and gutter and two handicap ramps on Seventh Street E. funded by Street Improvement Fund.
• Elton Street East was prepared and paved using a grant from Stark County Municipal Road Fund Program in the amount of $ 82,821.
• Brewster Income Tax funds were expended for the preparation and paving of Scioto Street, Sixth Street SW from Wabash to McKInley, Bimiler Street SW from Wabash to McKInley, Fourth Street SW from Washington to Lincoln, Harmon Street from Scioto to Muskingum, a partial repair of both Church and Chestnut Streets and two alleys serving the Downtown area, all at a cost of under $ 128,000.
• All together from the OPWC grant, the Stark County Municipal Road Fund Program, and Brewster Income Tax revenues nearly $ 456,000 funded the improvement of Brewster streets in 2019.
• In addition, the Village Street Department undertook and completed the replacement and addition of storm catch basins and storm sewer piping at several strategic spots in the Village. One of those sites was a new catch basin system at Seventh and Jefferson which plays into the completed Seventh Street Paving Project as well as an upcoming infrastructure project in that area.
Brewster Road Maintenance Plan

The Goal: Our goal is to utilize the available funds each year to ultimately resurface every Village street at a rate of once every 15 years, as well as to use those revenues to incorporate treatments such as crack sealing and slurry seal during each street’s maintenance period to extend the asphalt life of the roadway to accomplish the 15 year interval. This approach is similar to that used by the Ohio Department of Transportation. In our Northeast Ohio weather, an asphalt street should normally last untreated 10 to 12 years. By applying treatments such as crack sealing and slurry seal at the appropriate time we can extend the life of asphalt roads by 30% to 50 % - approximately 15 years.

Assessment of Current Road Conditions (Triage): In 2016 the Village Administrator contracted for a formal assessment of the condition of the Village’s roads by a reliable engineering firm that used a Pavement Condition Index. The Pavement Condition Index is an inventory and assessment of the current condition of streets and is used by the Ohio Department of Transportation (ODOT) to assess their roads and is an accepted methodology nationwide. ODOT does their condition ratings each year. ODOT has a manual that standardizes the process, which they have provided for the Village’s use. This inventory and assessment puts the Village in a position to determine the priority for which streets need to be resurfaced (milled and filled or micro-resurfaced), crack sealed, or other treatments to extend their life prioritized on a worst condition first.

Planning: For planning the 2020 Brewster Street Program the Village Administrator will again use an outside firm to inventory and assess (Pavement Condition Ratings) all Village streets. This will update the current Pavement Condition Ratings of Village streets to provide an appropriate list of roadways to be paved in 2020 with available Municipal Income Tax dollars. Already on tap in 2020 is an East Main Street Paving and Rehabilitation Project with an engineer’s estimated cost of $ 103,000. This project on Main Street between Cleveland Avenue and Park Drive will reduce this section of roadway to thirty feet in width, curb the south edge of the street, and provide new asphalt. This ambitious Project is partially funded by the Ohio Public Works Commission Grant of up to $ 51,964.00 with the Brewster Street Income Tax funding the difference. In addition, in the Spring of 2020 the Ohio Department of Transportation will pave Wabash Avenue (SR 93) from Harmon Street working South through Brewster to the intersection of SR93 and SR62 south of Brewster.

With the ever-growing popularity of online shopping and online communications, you should always have your guard up in the cyber-world. Criminals will use any situation to their advantage-especially when it comes to annual holidays.

Below you'll find a few examples of commonly used seasonal and holiday scams, and what you can do to protect yourself.

FAKE SHIPPING/POSTAL NOTIFICATIONS:
End of the year holidays invite a greater likelihood of this common phishing attack, but this is a scam you must be cautious of all year long. Scammers send fake notifications that appear to come from postal service companies. The emails include dangerous links that, if clicked, could install malware on your computer or take you to a fake login page where your credentials will be stolen.

What can I do? To check the legitimacy of these types of claims, always log into your online account or service through your browser, not through links in unexpected emails.

TRAVEL DEALS & OFFERS:
Scammers know that their potential victims travel for holidays throughout the year. Cyber-criminals send emails offering fake travel deals from well-known travel sites. They're even known to create phony websites for cheap hotels and flights so they can rob you of your money.

What can I do? When something seems too good to be true, it probably is. Never click on links in unexpected emails. Before booking through an unfamiliar service, do your research and ensure the company is legitimate.

SOCIAL MEDIA DEALS & SALES:
All social media advertisements are not created equal. A paid advertisement may seem trustworthy but be warned: anyone can pay to put an ad on social media. During holidays and popular shopping seasons, fraudsters buy ads that offer deals for items that you are more than likely to be interested in, considering social media ads target the buyer market. The ads typically contain phishing links that lead to fraudulent websites where they will steal your credit card data. Even if the malicious ad is reported and removed, the bad guys typically only need one victim to fall for their trick to make it worth their investment.

What can I do? Always hover over links and URLs before clicking to check whether the URL will take you to a dangerous or unexpected site. If a social media ad appears to be from a company you are familiar with, check the company's website instead of clicking on links from the ad.
