Stephens County Activates Emergency Operations Center and Opens Warming Center Ahead of Winter Weather Event

Stephens County officials have activated the Emergency Operations Center and county emergency resources in preparation for the anticipated winter weather event expected to impact the area.

County leadership, emergency management, and partner agencies are actively coordinating response efforts to ensure public safety and continuity of essential services. An activation meeting is scheduled for Friday morning, January 23rd, 2026, at which time officials will review conditions, finalize operational plans, and coordinate next steps as the weather event unfolds.

As part of these preparations, Stephens County will open a Warming Center at 1:00 p.m. on Friday, January 23rd, located at:

Breckenridge, Texas

The Warming Center will be available to residents who may need a safe, warm location during the winter weather conditions.

Stephens County is working in close coordination with the City of Breckenridge, the Texas Department of Transportation, Stephens Memorial Hospital, Breckenridge Independent School District, and first responders across Stephens County to monitor conditions, prepare response assets, and provide timely updates to the public.
Residents are encouraged to remain weather-aware, take appropriate precautions, and follow official county communications and trusted local media outlets for updates as the situation develops.

We are expecting wind gusts up to 40 mph, combined with dry conditions that can cause fires to start and spread rapidly.

This includes burn barrels, brush piles, and any open flame activities.

Please do your part to keep our county safe:

DRESS APPROPRIATELY -
THE COURTROOM IS A PLACE EVERYONE SHOULD RESPECT.
The Court will not tolerate inappropriate dress in the courtroom with litigants and spectators. Must have long pants or a dress.
No shorts, miniskirts, spaghetti straps, cleavage exposed, inappropriate language, or unclean clothing. You will be sent home to change if you appear inappropriately dressed.

PLEASE NOTE:
All dockets are subject to change. Please contact your attorney and/or bondsman to confirm setting 24 hours prior to hearing.)
All persons required to report in person (not in custody), please report on the 2nd Floor 15 minutes prior to your scheduled time of the Courthouse and you will be given instructions on how to proceed.

It is imperative that you stay in contact with your attorney and/or bondsman. Criminal no-shows are subject to having bonds revoked or forfeited and warrants issued due to failure to show. Civil litigants are subject to sanctions and/or defaults for no-shows.

BONDSPERSON and LITIGANTS:
It is your responsibility to stay in contact with your clients at all times. Clients are NOT allowed to contact the Court to discuss their case (period). We are only allowed to discuss settings. It is a violation of Texas Law for a judge (any judge) to discuss pending cases with litigants (criminal and civil) without being in open court and all parties (unless they defaulted) are present. Bonds are subjected to being forfeited for your client's nonappearance without good cause.

Under extreme extenuating circumstances and no objection, Judge Gregory may Zoom proceedings. If there is a need for Zoom, please contact the Court Coordinator to have the Court's Zoom Rules emailed to you. Absolutely NO Zoom hearing will be allowed for a contested matter.
