Scheduled Valve Maintenance — April 20 – May 1

The Bradford City Water Authority will be conducting valve exercising throughout our water distribution system beginning Monday, April 20th through Friday, May 1st.

Valve exercising is a routine, proactive maintenance practice that keeps our infrastructure in top working condition.

Temporary water discoloration is possible during this period.

Avoid running hot water during these events

Water Authority: Schedule Meter Replacement or Have Service Shutoff

The Bradford City Water Authority has a serious message for holdouts on meter replacement: Do it or have your service shut off. As of Tuesday, there were 1,324 water customers who still needed to schedule appointments with Keystone Utility Systems to install a new residential or industrial/ commercial water meter.

The installations are mandatory and are part of a systemwide upgrade. The meter replacement will be done at no cost to you. There will be a temporary water service interruption during the replacement, which will take about 15 to 30 minutes to complete. There must be an adult present at the time of installation.
Indoor access is required, because the technician will need access to the indoor water meter.

Failure to schedule the replacement will result in termination of water service.

Keystone Utility Systems has a 24-hour appointment scheduling service with AI technology used to answer after-hours calls. If you call after hours and prefer to speak to a human to schedule or answer questions, leave a message with the best contact number and you will receive a call back the following business day during office hours.

If you choose to send an email or schedule through the website, provide several scheduling options along with a phone number. If needed, our project staff will reach out to you at your convenience.

This constitutes the final notice from the water authority.
The process to replace meters began back in June.

Explanation of Water Bills

The Bradford City Water Authority embarked on a $3.6 million dollar project to replace its aging meters, transmitters and reading system in 2025. This is a result of several years of evaluation and research into new meters and reading software and technology. Many of the aging meters and transmitters have incurred failed batteries over the last several years, impeding the meter from reporting readings to the meter receiving equipment during cycle reading.

When a meter fails to transmit a reading, the Authority’s billing software immediately places the meter into ā€œestimatingā€, using the meters last actual read as the estimating value going forward.
A special message has been posted on all customer bills for many years, indicating that if a customer notices the bill has been estimated for three or more cycles (6 months), to please call the Authority and make an appointment to have the meter checked. Customer bills clearly show that the meter is estimating in at least four (4) different locations.

Even when meters are being estimated, the meter is still recording water consumption through the meter utilizing its mechanical register and associated dials. When the old meter is exchanged for the new meter, the register dials are recorded, showing exactly how many gallons went through the meter.

This final reading from the meter register is compared to what the billing system had been estimating. If the total was underestimated, the customer is billed for that difference in water consumption at that time, if the total was overestimated, the customer is issued a refund check for the difference.

If a customer ends up with a large bill from underestimating, the Authority is willing to work out an extended payment plan without penalty or interest. Please make an appointment to speak to the Authority.

The calculation of the difference between the estimation and the actual register reading related to the old meter has nothing to do with the new meter and its consumption. The new water meters are being changed out at no cost to the customer.

Water Authority ready to begin Meter Replacement Program

The Bradford City Water Authority is poised to enter the installation phase for its meter replacement project. The Water Authority was awarded a $3.48 million-dollar low interest loan from PENNVEST on January 1, 2025 to fund the project.

The project includes replacing all 5,900 of the Authority’s aging water meters. The current meters across Bradfords system have an average age of 26 years. The new meter system will provide efficiency improvements for the system by transitioning from a Drive-By reading system to an Advanced Metering Infrastructure (AMI) system. Advanced Metering Infrastructure (AMI) is an integrated, fixed-network system that enables two-way communication between the meters and the Authority. The system collects, stores, and analyzes water consumption data, providing the Authority with the ability to monitor water usage in real time.

Customer sanitary sewage bills within the City of Bradford are based off water usage, due to this relationship, the Bradford Sanitary Authority has also agreed to assist the Water Authority in helping to repay the 20-year low interest loan commitment.

Keystone Utility Systems was awarded the $712,883 installation portion of the contract. Keystone Utility Systems is responsible for ALL communications with the Authorities’ customers during this project including initial notices, scheduling all meter replacements and performing follow-up regarding any installation related issues. The installation will be completed at no cost to the Authorities customers.

Residential customers can expect temporary water service interruption during the installation of approximately 15-30 minutes (longer for larger sized meters). A person 18 years or older must be present during the installation. Technicians will need access to the Authorities water meter which is most generally located inside the customers structure/property.

Keystone Utility Systems has provided every customer with a letter with all pertinent information and numerous opportunities to get in touch with Keystone in order to schedule an appointment. Convenient appointment times are available including evenings and weekends.

PLEASE DO NOT CALL THE WATER AUTHORITY FOR SCHEDULING INSTALLATIONS, THIS CAN ONLY BE DONE BY GETTING IN TOUCH WITH KEYSTONE UTILITY SYSTEMS.

Keystone Utility Systems employees will be driving designated company vehicles and wearing their high visibility designated clothing which includes company ID badges.
