E-Bikes, E-Scooters & Safety in Bourbonnais
I’ve had some residents ask about upcoming changes in Illinois law regarding e-bikes, e-scooters, and other electric mobility devices.
After reviewing the current state information, the legislation being discussed is Illinois Senate Bill 3484. The official Illinois General Assembly language I found lists the effective date as January 1, 2027. Some public reports have mentioned July 1, so I will continue watching for final guidance from the State and Village staff before sharing enforcement details.
The main purpose of the state legislation is to create clearer rules for the growing number of e-bikes, e-scooters, electric skateboards, unicycles, and other micromobility devices. The concern is not ordinary bicycle use. The concern is safety, especially with faster electric devices operating around pedestrians, vehicles, sidewalks, parks, and shared public spaces.
A few important points for residents to be aware of:
• Low-speed e-bikes are generally treated differently than higher-powered devices.
• Higher-speed or higher-powered devices may fall under different state requirements.
• Riders still need to follow traffic laws and operate safely.
• Sidewalks and pedestrian areas are a major safety concern.
• Parents should make sure young riders understand where these devices may and may not be used.
Locally, Bourbonnais already has rules for The Grove. Bicycles, e-bikes, scooters, e-scooters, skateboards, and similar devices are prohibited throughout The Grove grounds and pedestrian walking paths. The Skate & Event Plaza remains available for its intended use.
This is a good time for all of us — riders, parents, drivers, and pedestrians — to slow down, be aware, and keep safety first.
