Massachusetts Association of School Committees MASC supports Massachusetts school leaders through legislative advocacy, policy support, professional development and superintendent searches.

MASC offers a wide range of programs and services, including professional development workshops, school policy development and Superintendent search services and new Superintendent job postings, alerts and analysis of new education legislation, education and school advocacy support, and al

so acts as an information clearinghouse. Through these and other services and resources, the Association provides important guidance and expertise to its members. Additionally, MASC serves to communicate the school committee perspective to government leadership, media, state and federal administrative agencies and other associations related to K-12 education and MA public schools. MASC also supports the MA Council of School Attorneys, the MA Council of School Committee Administrative Personnel and a number of subcommittees on various topics of importance to education leadership. MASC also hosts an annual conference with the MA Association of School Superintendents each fall, the MASC/MASS Annual Joint Conference, as well as an annual legislative advocacy at the State House in Boston, MASC's Day on the Hill.

Members recently received a policy update regarding the PROTECT Act, signed into law last month.

In our September bulletin (watch your mailboxes!), we share the attached policy notes on legislative action regarding cell phones and the Freedom to Read law.

The text reads as follows:
POLICY NOTES ON
LEGISLATIVE ACTION
• While both the Senate and the
House passed bills regarding cell
phone use in schools, the language
in the bills was very different.
Though the discussion was sent
to a conference committee, the
Legislature took no action before
the end of the formal session. No
legislation is expected this term;
policy regarding cell phones
remains a matter of local policy.

• The Freedom to Read law was
signed into law by Governor
Healey on August 10. This law
requires updates to policies on the
selection and challenge of library
materials. MASC is working with
the MA Library System, charged in
the law with creating model policy,
on redrafting model policy.

The FY27 Massachusetts Budget has officially been signed into law!

A major win for public education is the creation of a new Foundation Budget Review Commission (FBRC) - a priority MASC has advocated for over many years. The Commission will review the Commonwealth's K-12 school funding formula for the first time since 2015, and MASC will have a seat at the table to help shape its recommendations.
