CITY OF BOLIVAR AWARDED $3.5 MILLION GRANT

Major State Investment Will Bring New Indoor Pool to Bolivar Parks & Recreation Center

Mayor Julian McTizic announces that the City of Bolivar has been awarded a $3.5 million Local Parks and Recreation Fund (LPRF) grant through the Tennessee Department of Environment and Conservation’s Office of Outdoor Recreation for the development of a new indoor pool facility at the Bolivar Parks & Recreation Center (formerly the National Guard Armory).

The $3.5 million award represents a significant investment in Bolivar’s recreational infrastructure and will support the development of a modern indoor aquatic facility designed to serve residents of all ages. The project will expand year-round opportunities for recreation, fitness, aquatic programming, and community activities and will be completed in phases over the course of the next several years.

The Local Parks and Recreation Fund provides grants to eligible local governments for the acquisition and development of land for parks, natural areas, greenways, and recreational facilities. The program supports projects that strengthen communities, expand recreational opportunities, and enhance quality of life for Tennessee residents.

“This is an exciting day for the City of Bolivar and another tremendous investment in the future of our community,” said Mayor Julian McTizic. “A $3.5 million grant is a major accomplishment, but what excites me most is what this investment will mean for our citizens. This new indoor pool will provide opportunities for recreation, fitness, youth programming, and activities for our seniors and families throughout the year. We are continuing to move Bolivar forward by pursuing investments that improve quality of life and create amenities our citizens can enjoy for generations.”

The new indoor pool will further enhance the Bolivar Parks & Recreation Center and expand the city’s ability to provide recreational programming regardless of weather or season. The facility is expected to create new opportunities for aquatic activities and programs while providing an additional community resource for Bolivar residents.

Mayor McTizic expressed his appreciation to the Tennessee Department of Environment and Conservation, the Office of Outdoor Recreation, the Bolivar City Council, and everyone involved in developing and supporting the successful grant application.

Additional information regarding the project, including design, development, and construction timelines, will be announced as plans move forward.

Today, our city hall family came together in support of Autism Awareness Month—and I could not be more grateful.

To my dedicated staff, I say thank you. Your willingness to show up, stand together, and shine a light on autism awareness speaks volumes about the heart of our city. I want to personally thank the City of Jackson, TN - Police Department for their critical assistance in the investigation of the shooting in Bolivar on February 11, 2026.

Jackson Police Department's K9 tracking unit, Flock Safety camera system, and NIBIN lab resources played an important role in locating evidence, tracking vehicle movements, and analyzing ballistic information.

I also want to thank the Madison County Sheriff's Office and the Federal Bureau of Investigation for their invaluable support.

We’ve heard that this storm could be catastrophic,
but we’ve also heard that it might pass us by altogether.

Some of us have gone out and bought every loaf of bread, gallon of milk, and box of cereal that we could get our hands on. We’ve stocked our cabinets with toiletries, medicines, and miscellaneous supplies. We’ve filled our vehicles with gas and broken out our generators, and all for a storm that might not even show up.

But do you know who shows up every day? People like this. These guys and their coworkers have been out in the bitter cold since 9:00 this morning working to repair a broken water line, but this kind of work doesn’t just happen when there’s a threat of inclement weather. These hometown heroes work hard every single day, rain or shine, sleet or snow to make sure that the rest of us can continue to be as safe and comfortable as possible. This is a hard and thankless job that we often don’t even think about until a light doesn’t come on at the flip of a switch or water doesn’t run when we need it to.

IF this storm lives up to what is being predicted, it’s people like these who will leave their homes and families to go out into the thick of it to serve us. So, tonight as we all wait in the comfort of our homes in anticipation for the storm that may or may not come, let’s remember and pray for those who aren’t just going to show up if the storm does, but are already here. Thank you to Bolivar Utilities for your hard work and dedication, but also to every public service worker who makes the daily sacrifice to keep our communities safe and running smoothly.
