The image is an example of what the hourly usage rate looks like. It is helpful to determine if you have a leak or it can tell if you are watering the yard every day. The data is collected once a month when the AMR is driven by your meter to collect your usage for billing.

Multiple complaints and concerns over unexpected changes in their water usage as compared to previous months. There are several possible reasons why this might happen. The typical household in Blanchard normally uses between 4,000 and 6,000 gallons of water each month on average. When water consumption varies from what happened the previous month or rises above the typical consumption, customers can become concerned. There are several possible reasons why consumption may go up unexpectantly. The most obvious one is a sizable increase in actual consumption by the customers in any one month. Because water bills are sent out thirty (30) days in arrears, customers sometimes forget that they filled the pool or they started watering the lawn again or the entire family was in town for the holidays. Another most common reason that causes such an increase is an undetected or ignored leak. For example, a slow or intermittent leak in a toilet can waste up to 200 gallons a day, while a serious leak or overflow valve malfunction can lose over 1,000 gallons a day. Even a faulty faucet having only one drip a second will waste over 250 gallons a month.
If you have not had any excessive usage, like watering the lawn, flowers, shrubs or filling a pool, then you should check for a leak. One way to see if there is a leak occurring is to make sure all water faucets and water using appliances are not currently drawing water. Then go to the meter box in your yard and open the trap door. First read the meter and write down the last four numbers on the digital display. Wait ten minutes and return to see if the meter reading has changed. If the meter has changed, then there is something beyond the meter that is using water, either a leak or maybe a water consuming appliance like an ice maker. In that case, go back and check all of the water faucets, irrigation systems, toilets, showers, dishwashers, washing machines, ice makers, etc. are not currently drawing water. Repeat the process again to see if there is still water going through the meter. This can also be checked by looking for a circle on the left-hand side of the meter display which will have a plus sign in the center if water is going through the meter. At this point, customers might consider contacting a professional to diagnose the possible cause of water usage.
About 10 years ago, Blanchard converted its manual read meter system to an electronic system that allows the meter to send radio signals to a computer that is being driven around the city to read the meter. The computer tracks the meters that are read as the crew drives through the area, and those meters that don’t report a read are manually checked later. These new meters have no mechanical parts, which helps to increase their accuracy and their longevity. The life expectancy for these meters is more than 20 years and are bench tested at the manufacturer. However, because there are electronic parts involved, failures can occur but those are generally rare.
If you do end up having a leak, if you can produce a receipt, or work order ticket, proving that you have had the leak repaired, the city can discount your excessive bill. This process takes at least two to three months to be credited within the billing system. The city does not want to see water wasted any more than you do. Also, if you see a fire hydrant around town being flushed, that loss of water is a planned part of the maintenance of the system.
When you see an excessive bill or larger than normal usage jump, PLEASE call the City Utilities Clerk at 405-485-9392. The Public Works Department can print out a “hour-by-hour” record of your actual water usage for at least the previous month. (See the attached example report) Timeliness of that complaint is very important. The sooner you call and get the investigation going, the quicker it can be resolved. The city does NOT monitor Facebook so posting your concern there accomplishes nothing.

Water! The City of Blanchard will be hosting the second (last) of two Town Halls to brief the public on the results of the independent third party, Oklahoma Rural Water Associations (ORWA) audit and how it led to ORWA’s recommendations for a rate increase. The Town Hall will be at the Blanchard Public Library, on Saturday, January 10th from 9:30 to 11:30. The presentation should not take more than 15 to 20 minutes, allowing time for follow-on questions. We are trying to do everything we can to be as informative and transparent as we can. First Town Hall only had three citizens. Hear first-hand what the FACTS are that are driving the rate increase. Not FB gossip.

This Saturday, December 20th, The Blanchard Chamber of Commerce and the Blanchard Tourism Board will host free gift wrapping at Historic City Hall, 114 West Broadway. (donations accepted, all donations will support Grace Home, located here in Blanchard). Gift wrapping will be from 3 to 5PM. From 5PM to whenever they are done, our amazing Blanchard High School Choir will treat us with seasonal songs. Free hot chocolate will be available while supplies last.
The section of Broadway from Main St west to the Historic City Hall will be blocked off for the event. No thru traffic on Broadway west of the Christmas tree and east of Monroe. Main St traffic will not be impacted. The best area to park for the event will be the new parking lot across Broadway from Historic City Hall.
If you are having a little trouble getting into the Christmas spirit, this event should be the little push you need to get you there.

As a Councilman, I receive many requests from citizens to investigate things. This one absolutely boggles my mind. I have been contacted by a citizen who lives in Fox Run to complain about how rude the Code Enforcement Officer (CEO) was. It was stated that “she” was very rude and confrontational. I am sure some of you have already caught the glaring issue. Our CEO is not “she”. His name is Mike, and he is a great guy. He is known for being professional and fair. Quite the opposite of the imposter.
Although the CEO is not law enforcement, he is a badged city official and impersonating one, especially when it involves their victim paying money to have something done based on the impersonator’s actions, can lead to punitive actions. The City is interested in finding this person. She was described as a middle to elderly white woman wearing a pants suit. The car was a maroon or red small SUV. Doesn’t really matter, if you are approached by anyone claiming to be CEO other than Mike, who drives a white City of Blanchard truck and wears a badge on his shirt, please contact the City 405 485 9392.

Memorial Day and Veterans Day are both patriotic holidays honoring the military, but there is a significant difference between the two aside from when they land on the calendar. Memorial Day, which falls on the last Monday in May, honors the men and women who died while serving in the military. This solemn occasion is a time to reflect on these American patriots who made the ultimate sacrifice while protecting and defending the country they deeply loved. Veterans Day, observed every November 11, recognizes all who have served in the Armed Forces.

Had three calls today about , "we will be out in your neighborhood inspective roofs" The last call I got, I just happened to be at City Hall so I asked if there were any companies that filed for a permit to solicit door to door. As of 2:30, there was one company. Rhino Roofing. All others that are out and about going door to door has not been verified to be legitimate company. Deal with them at your own risk or ask for their permit and if they don't have one, call PD. What ever you do, do not let them in your house or give personal information until YOU verify they are legit.
Solicitor Permitting and Rules
Regarding solicitors, no individual who is selling a product or item, is only allowed to go door to door in Blanchard, after they obtain a peddler’s permit. If you have any questions or issues, please call city hall at 405-485-9392 during business hours and report them. After hours call dispatch at 405-485-9391. Give them your name, address, the time of solicitation and if known, the product being sold or the person’s name. I would recommend asking the solicitor, first thing, to show you that they have a permit. If they cannot provide the permit, turn them away and immediately call the police at 405-485-9391. Give the police the same info as quickly as possible. If they do have a permit, then it is your choice to engage with them or not. Do not allow them to bully you or be pushy in trying to force themselves into your space or home.
The following is a copy of the city code regarding solicitors.
§ 5-106 HOURS OF SOLICITATION; TRANSFER AND EXHIBITION OF
LICENSE.
1. No solicitations shall be conducted between the hours of 6:00 o'clock
p.m. and 10:00 o'clock a.m. because of the need for public security and
protection; provided, however, that, solicitations may be made where the person
solicited has agreed by previously-arranged appointment for a time other than
the prescribed hours.
2. No license or badge issued under the provisions of this article shall
be used or worn at any time by any person other than the one to whom it was
issued.
3. Peddlers, solicitors, canvassers and other itinerant occupations are
required to exhibit and display their licenses or authorized evidence thereof at
all times whenever they are engaged in peddling, canvassing or soliciting.
This restricts their door knocking to between the hours of 10 AM and 6 PM only! Every approved solicitor is given a copy of this code and knows the permitted times. If they knock on your door before or after these hours, remind them of the time restriction and do not engage with them. It is also recommended that you call the police as soon as you close the door, at 405-485-9391, and report them. Please give the police your name, address, the time of the infraction and who it was.
Hopefully this will help control unwanted solicitation and keep illegal solicitors out of our neighborhoods.

This is the City of Blanchard Board’s schedule. All meetings are open to the public. Dates and times could change due to no agenda items or circumstances beyond the City’s control. It doesn’t happen very often. In Oklahoma, municipalities must post board agendas at least 24 hours before regularly scheduled meetings. For special meetings, agendas must be posted 48 hours before the meeting.
Regular scheduled meetings for BMIA/City Council, BETA, Planning Commission, and BOA are held at 300 N. Main. Central Business District is held at “Old City Hall” 114 West Broadway and Tourism is held at “New City Hall” 2008 N. Council Ave (HWY 76).
