☀️ SCHOOL'S OUT — LET'S KEEP SUMMER SAFE! 🛹🛴

With summer break here, more kids are outside enjoying the warm weather, and we're seeing an increase in the use of skateboards, scooters, and electric scooters throughout Blackwell.

The Blackwell Police Department would like to remind everyone of the City's skateboarding and toy vehicle ordinances designed to keep riders, pedestrians, and motorists safe.

Some important reminders:

✅ Use sidewalks whenever they are available.
✅ If no sidewalk exists, ride with traffic and as far to the right side of the roadway as possible.
✅ Always yield to pedestrians, bicycles, and motor vehicles.
✅ Never hold onto or attach yourself to a moving vehicle.
✅ Respect private property and posted "No Skateboarding" signs.

🚫 Skateboards and toy vehicles are prohibited in the business district and many city-owned properties, parks, ball fields, parking lots, and other designated locations.

⚠️ Parents: Please take a few minutes to review these rules with your children, especially if they ride skateboards, scooters, or electric scooters. Understanding the rules helps prevent injuries, protects public property, and ensures everyone can enjoy our parks and sidewalks safely.

Today, the Blackwell Police Department joins our community and our nation in honoring the brave men and women who made the ultimate sacrifice while serving our country.

Memorial Day is more than a holiday—it is a day of remembrance, reflection, and gratitude for those who gave everything to protect the freedoms we enjoy every day.

We remember the fallen. We honor their courage. We recognize the families who carry their legacy forward.

Their sacrifice will never be forgotten.

Please join the Blackwell Police Department in congratulating Officer Zak Sharp on graduating from the CLEET Academy’s Basic Police Officer Certification program at Pioneer Technology Center in Ponca City, Oklahoma.

We are especially proud to announce that Officer Sharp completed the academy as the Top Academic of his class — an achievement that reflects his dedication, professionalism, and strong work ethic.

Officer Sharp has already proven himself to be a tremendous addition to the Blackwell Police Department. As someone who was born and raised in Blackwell, he understands the importance of community and takes great pride in serving the town he has always called home.

The Blackwell Police Department has been made aware of a phone scam involving individuals spoofing the department’s phone number and attempting to solicit money from citizens.

🚫 The Blackwell Police Department will NEVER contact you by phone and demand payment or ask for money.

If you receive a call claiming to be from the Blackwell Police Department requesting money, personal financial information, gift cards, or any type of payment:
• Disconnect the call immediately
• Do not provide any personal or banking information
• Do not send money or make payments of any kind

Scammers can manipulate caller ID information to make it appear as though the call is coming from a legitimate phone number, including government agencies and law enforcement.

If you are unsure whether a call is legitimate, hang up and contact the Blackwell Police Department directly using an official number.

For Immediate Release

On 04-08-2026 at approximately 1841 hours, the Blackwell Police Department received numerous 911 calls about a fight in the parking lot across from the B Street Ball Fields and gun shots going off. When Officers arrived on the scene, they observed a large crowd of people that had just came out of the baseball game. Officers on scene were told that some parents had just came out of a Tee ball game and an altercation between several of the parents happened. A physical fight broke out and a female subject pulled out a handgun and fired it into the air at least one time and then pointed it a one of the individuals that was involved in the fight. Shortly after this happened 3 of the people that were involved left the parking lot in a gray Chevy pick-up truck. A short time later Officers from Blackwell Police Department located the subjects all 3 people were taken into custody. Officers also located a 9mm handgun and two fully loaded magazines. After interviewing numerous witnesses from the altercation Mattea Ball, Bethany Jacobs, and Deandra Morris-McNeill were arrested for assault and battery, reckless conduct with a firearm, assault and battery with deadly weapon, and accessory to a felony after the fact.

Blackwell Police Department Chief Jay Brewer would like to commend the very fast response from all the members of the Blackwell Police Department along with the Kay County Sheriff Department and the Oklahoma Highway Patrol. The prompt response to the incident by all Law Enforcement involved is a testament to the dedication and professionalism of Law Enforcement in Kay County.

🚔 DUI LAW UPDATE – PLEASE READ 🚔
Beginning November 1, 2025, new DUI laws are now in effect in the State of Oklahoma. These updates strengthen penalties and enforcement related to driving under the influence of alcohol or drugs.

Under Oklahoma law, a DUI may now be charged as Aggravated DUI if a person is convicted of DUI and commits one or more of the following acts:
• Blood or breath alcohol concentration of 0.15 or higher
• Causing a motor vehicle crash that requires a law enforcement report
• Committing certain traffic violations while impaired (including improper lane use, following too closely, unsafe turns, or failure to obey traffic control devices)
• Fleeing or attempting to elude a law enforcement officer
• Driving 20 mph or more over the speed limit, or 10 mph or more over the speed limit in an active school zone
• Operating a vehicle with a passenger under 18 years of age
• Driving in a reckless manner
An Aggravated DUI is a felony offense and carries significantly enhanced penalties.

While laws may change, one thing never changes:
Driving impaired puts lives at risk — including your own.
We want everyone in our community to make it home safely. If you plan to drink:

✔️ Use Uber or Lyft
✔️ Call a taxi
✔️ Call a friend or family member to pick you up

📢 Legal Update: Oklahoma Supreme Court Decision – S*x Offender Residency Requirements

On February 4, 2025, the Oklahoma Supreme Court issued its decision in Donaldson v. City of El Reno (2025 OK 9), addressing whether a “grandfather clause” allows registered s*x offenders to remain at a residence that is now considered unlawful under current residency restrictions.

The Court ruled that no grandfather clause exists. Title 57, § 590 of the S*x Offenders Registration Act (SORA) prohibits registered s*x offenders from residing within 2,000 feet of city parks and other designated locations. The Court held that these residency restrictions apply to all registered s*x offenders, regardless of when they were convicted or when they became subject to SORA.
Additionally, the Court determined that applying the current residency requirements does not violate the ex post facto clauses of either the United States Constitution or the Oklahoma Constitution.

📌 What this means:
All registered s*x offenders must comply with current residency restrictions, even if they lived at a location before their conviction or before the law was enacted or amended.
