📊 Upcoming Budget Meeting & Budget Public Hearing Scheduled for June 15, 2026 @ 6pm.

📆 The next Council Budget Work Session is scheduled for Thursday, June 11, 2026 at 8:30am at Town Hall. Work sessions are open to the public. There are no public comments in the work sessions.

📆 Additionally, a Public Hearing on the proposed FY26-27 Budget is scheduled on Monday, June 15, 2026, at 6:00 pm at Town Hall. Citizens should attend this public hearing to speak to the Council about items related to the proposed FY26-27 budget.
Following the Public Hearing, the Town Council may proceed to adopt the proposed FY26-27 budget and schedule of fees, or they may choose another special-called meeting in order to adopt the budget, before July 1, 2026. Any new special-called meeting will be announced on the Town's website, social media pages and publicly posted at Town Hall.

⚠️🚰 Message from Public Works: A temporary road closure on Hiawassee Avenue between Tudor Way and Hickory Street will occur today until est. 3:00 pm, June 3rd 2026. The closure will consist of both sides of the road due to the installation of a water tap. Crews will have the area blocked to all thru traffic; residents may need to enter through an alternative route. Surrounding areas may experience temporary water loss, low pressure, or sediment clearing as work is being completed. Also, air in the lines may occur. If this occurs at your residence, please run your cold water tap to flush. If you experience any issues, please call the Water Department at 828-419-9313. Thank you.

💧🌿 Smart Water Use Matters During Ongoing Drought Conditions 💧

As much of North Carolina continues to experience moderate to severe drought conditions, the Town of Black Mountain is encouraging residents to voluntarily conserve water whenever possible. Even though we have had some rain over the past few days, it will take much more rainfall for the region to come out of the drought conditions. Mayor Sobol has issued a proclamation encouraging community awareness and water conservation efforts around the home.

Even small changes can make a big difference:
✔️ Take shorter showers
✔️ Turn off faucets while brushing teeth
✔️ Run dishwashers and laundry only with full loads
✔️ Repair leaks promptly
✔️ Water lawns early in the morning
✔️ Sweep driveways instead of hosing them down

Did you know?
🚿 Cutting showers by just 5 minutes can save thousands of gallons each year.
💧 A leaking toilet can waste up to 200 gallons of water per day.
🏡 If every household conserved a few gallons daily, thousands of gallons could be preserved community-wide.

The Town continues monitoring drought conditions and water supply levels closely. IF restrictions become necessary, residents will be notified through CodeRED, the Town website, and social media channels.

📢 Serve Your Community — Join a Town Board or Commission!

The Town of Black Mountain is now accepting applications for advisory boards and commissions. These board and commission positions give residents an opportunity to help shape the future of our community by advising Town Council on important local issues, recommendations, and more.

Current and upcoming vacancies include:
▪️ Active Mobility Commission
▪️ Board of Adjustment
▪️ Historic Preservation Commission
▪️ Planning Board
▪️ Recreation Commission

▪️Also, the Black Mountain ABC Board has one upcoming vacancy, and ABC Board Members are appointed by the Town Council, but governed by NC General Statute § 18B‑700.

No previous government experience is required — just a commitment to public service and community involvement.

The Buncombe County Elections Office is seeking public input on proposed early voting locations, hours, and weekend availability for this fall’s election.

📝 Black Mountain Town Council Recap – May 11, 2026
The Black Mountain Town Council held its regular monthly meeting on Monday, May 11, 2026. Below are the key highlights.

Here are four key takeaways from this week’s Council meeting:

1) Council appointed Larry Harris to fill the vacant Council seat.
Council voted by ballot to appoint Larry Harris to the vacant seat created by Pam King’s resignation in late April. He was sworn in before taking his seat. His appointment runs through December 2026, following the November 2026 general election, when the unexpired seat will appear on the ballot.

2) Council received an update on ongoing and upcoming capital projects and grant-funded initiatives. Staff shared updates on Town projects and grants, noting that Black Mountain currently has about 41 capital projects, compared with 25 in the City of Asheville. Council also reviewed recovery principles, funding strategies, FEMA Public Assistance information, and ongoing challenges. Staff said nearly all current and planned projects have clear and adequate funding sources. A full list of Town projects is available at: https://tinyurl.com/enzf8vua

3) Council received an update on drought conditions and the Town’s water supply. Staff reviewed the Town’s current water supply and explained the process outlined in the Code of Ordinances and Water Shortage Response Plan if restrictions become necessary. No water restrictions are currently in place, but residents are encouraged to conserve water when possible. Read more here: https://tinyurl.com/em98b8sk

4) Council held a public hearing on data centers and adopted related regulations. The hearing covered proposed text amendments to the Town’s Zoning Ordinance related to definitions, permitted uses, and regulations for data processing centers. Council adopted the amendments with adjustments to building signage requirements and asked staff to draft language for a possible moratorium on data centers for future consideration. Other meeting actions included the following:
• Appointments were made to the Black Mountain Center for the Arts Board of Directors and the French Broad River MPO Board of Directors.
• Council adopted a resolution recognizing former Council Member Pam King for her service and contributions to the Town.
• Council approved a resolution requesting direct engagement from HCA leadership with stakeholders in Western North Carolina regarding healthcare concerns.
• Jacob Guiot was introduced as the Town’s new Recreation and Parks Director.
• Public comment was received.
• Council reviewed and approved multiple sets of meeting minutes and the monthly tax collection report as part of the consent agenda.
• Council repealed a prior budget amendment related to golf course bridge and cart path repairs because the project has since been funded.
• Council approved the purchase of a Conex box for police evidence storage and armory needs.
• Council approved an agreement for professional engineering and architectural services with Anchor QEA of NC, PLLC, and requested a presentation from the firm at a future meeting.
• Council discussed creating an electronic payment policy and related processing fees and directed staff to draft a policy for consideration in June.
• Council discussed and adopted a street dedication application and policy.
• Council approved naming the Lake Tomahawk Tennis Courts in honor of Judy Eubanks.
• Council discussed accepting water line infrastructure in Sweet Birch Commons for public ownership and maintenance. The item was tabled for legal review.
• Staff presented repair options for the Lower Watershed Dam. Council reached consensus to take no action at this time and asked staff to confirm liability questions with the engineers.
• Council approved the Fiscal Year 2026 audit contract and engagement letter with Gould Killian, CPA Group, P.A.

Council also held a closed session pursuant to NCGS 143-318.11(a)(3) for attorney-client privilege.
