If you need assistance getting debris removed from your property, here’s how to get started!

Information on the Private Property Debris Removal Program in Black Mountain.

Through an interlocal agreement between Buncombe County and the Town of Black Mountain, a free Private Property Debris Removal Program has been launched. This program is designed to assist qualified property owners who are unable to move Helene disaster debris to the Right of Way (ROW) for pickup and who lack adequate debris removal insurance. The program also covers the demolition of eligible unsafe structures.*

*Note: this program is separate than the debris pickup currently underway along right-of-ways (ROW) throughout Town. This ROW pickup continues until further notice.*

Disaster recovery consultant Tetra Tech is coordinating the intake application process.

How to Apply
Qualified private property owners may apply for the Private Property Debris Removal (PPDR) Program.

*If you’re a Black Mountain resident and you’ve previously applied for this program at a different location in Buncombe County, you do NOT need to reapply.

What types of debris and demolition ARE eligible?
The following types of debris and demolition services are covered under the PPDR Program:

✅ Hazardous Debris Removal: This includes hazardous limbs, trees, or other mixed debris caused by Hurricane Helene that are near commonly used or maintained areas of a property.

✅ Waterway Debris Removal: Debris impacting a waterway.

✅ Demolition and Removal of Unsafe Structures: Structures that pose health hazards, are deemed unfit or unsafe, are beyond repair, or are at risk of collapse, including concrete slabs.

What types of debris and demolition ARE NOT eligible?
The following are not eligible for the PPDR Program:

🚫 Vacant or Unimproved Properties: Debris on vacant lots, unimproved land, or areas not regularly maintained.

🚫 Agricultural Land: Debris on land primarily used for agricultural purposes, including crops or livestock grazing.

Hello Neighbors! Here’s a recap of the 12/9 BMTC Meeting.
A few updates/corrections:
Not only will there be a link on our town website to sign up for Private Property Debris Removal, but Tetra Tech is set up at the Library to assist people in person!
My deep apologies for getting the name of supporting town Hillsborough wrong! We are forever grateful for the support they provided us in Hurricane Helen Disaster Response.

Hello Neighbors! Here’s a preview of the Dec. 10th BMTC meeting. We are still meeting at Black Mtn Presbyterian Church while we create workable office space for staff displaced due to Helene damage of town buildings. We anticipate returning to Town Hall in January. In the meantime, we are so grateful to Black Mtn Pres for sharing their space with us.

Hello Neighbors, here's a preview of the November 2024 BMTC meeting. We'll meet on Tuesday the 12th (as the Town recognizes Veterans Day on Monday, 11/11) at Black Mountain Presbyterian Church as our council chambers are being used as offices for staff (displaced from 304 Black Mtn Ave by Helene). In addition to our typical meeting structure, we'll have updates from all department heads on the state of Helene recovery before having our Citizen Comments period so we can get the latest info together.
In my recap, I forgot one important item we added to New Business on Thursday at the Agenda Meeting: Consideration of Interlocal Agreement with Buncombe County for Debris Pickup with Selected Firm Tetra Tech
