Today, we pause to remember the lives lost on Sept. 11 and honor the courage, compassion, and selflessness shown in the face of unimaginable tragedy. We remember the first responders, service members, volunteers and everyday Americans who came together to help one another and strengthen our nation. ‘A Stellar Voice’
Julie Arp has spent much of her career helping others find their voice even as she was still finding her own. A Wyoming “mountain girl” at heart, she built a career in public sector technology before friendships and mentors eventually helped lead her to NDIT.

Along the way, Julie noticed there weren’t many women in the room at technology events. What started as a one-hour lunch through the National Association of State Technology Directors (NASTD) grew into a Women in IT community—and eventually earned her a standing ovation and an inaugural award for her leadership.

‘Data, Data, Data’

Kim Weis never set out to become North Dakota’s Chief Data Officer. With a background in genetics, biochemistry, and molecular biology, she once envisioned a career in research before discovering a passion for using data to make a difference.

These days, data is never far from Kim’s mind—from questioning numbers in studies to calculating the fastest route through an airport. Her teammates joke that every conversation eventually comes back to “data, data, data.”

Congratulations to Julie Arp on earning special recognition at the National Association of State Technology Directors (NASTD) Annual Conference! 👏

Over the past four years, Julie has helped grow NASTD’s Women in IT community from an idea into an established national network where women in technology can connect, learn, and lead.

Her impact is being felt across the country. One NASTD colleague described the community as “thriving and a main topic on the agenda,” while another called Julie “a stellar voice for women in IT.”

We’re proud to see Julie represent North Dakota, develop leaders, and build connections that reach far beyond our state.

NDIT is taking a proactive and intentional approach to reducing tech debt across state government—modernizing aging systems and infrastructure before they become more costly and complex to maintain.

A key part of this work is updating the state’s remaining mainframe environment and strategically transitioning applications to newer platforms. This effort, along with broader technology improvements across infrastructure, applications, cybersecurity, and data integration, will help reduce complexity, strengthen reliability and security, and create a more flexible foundation for future innovation.

The big takeaway? We’re addressing aging technology before it becomes a bigger challenge, helping the state make the most of its tech investments while building a stronger, more sustainable foundation for digital government.

Brian Newby has spent nearly 25 years starting his mornings with a run, averaging about 30 miles a week and completing more than 20 long-distance races. So it’s fitting that today he has his sights set on a different kind of finish line.

His career hasn’t exactly followed a straight course, either. Brian once dreamed of becoming PR Director for the Kansas City Royals before his journey took him through telecommunications, local government, election administration, and eventually to North Dakota.

Today, as NDIT’s Program Director, Brian is helping race toward becoming the first state in the nation to reach 100% high-speed broadband coverage.

Around NDIT, he’s affectionately earned the nickname “Broadband Brian.” Get to know the man behind the nickname and why he’s so passionate about helping our state cross the broadband finish line.

Quentin Brien has always liked building things, especially when what he creates can make someone else’s life a little better. From constructing Little Free Libraries and backyard sheds to helping repair his grandmother’s roof, that instinct to serve started long before he arrived at NDIT.

Now, as one of NDIT’s newest Network Analysts, Quentin is putting that same mindset to work behind the scenes, helping support the networks that keep agencies, schools, courthouses, and other state services connected.

And for a lifelong Marvel fan who understands the value of a good sidekick, the role seems to fit. Quentin may be new to NDIT, but he already understands what it means to use your skills in service of others—and why North Dakota is exactly where he wants to do it.
