United Tribes Technical College honors Juneteenth — Freedom Day, a day recognizing the end of slavery in the United States and celebrating freedom, resilience, and the continued journey toward equality.

In observance of Juneteenth, UTTC will be closed on Friday, June 19th and will resume regular business hours on Monday, June 22nd.

We encourage our campus community to take time to reflect, learn, and celebrate the history and significance of this important day.

An enrolled member of the MHA Nation, Rusty brings decades of experience in powwow leadership, communications, graphic design, and representing Indian Country throughout the United States and Canada.

A lifelong Grass Dancer and member of the Dead Grass Society, Rusty continues to share his culture, creativity, and passion with communities everywhere.

United Tribes Technical College is proud to introduce the 2026 International Powwow Area Director — Rusty “Hooves” Gillette!

Rusty “Hooves” Gillette is Arikara and Hidatsa from the MHA Nation of North Dakota and currently resides in Maskwacis, Alberta with his wife, Leah Omeasoo-Gillette. He is the son of Vince and Connie Gillette and the grandson of the late Russell Gillette and Doris Whitman.

Rusty earned his Bachelor’s Degree in Communications with a concentration in Public Relations from the University of Mary in Bismarck, North Dakota. Over the years, he has worked in various capacities as a liaison for marketing companies and powwows throughout the United States and Canada.

A talented graphic artist for the past 25 years, Rusty owns iFive Graphics, creating designs including logos, business cards, billboards, bus panels, and promotional materials for organizations and events across Indian Country.

Rusty is the proud father of Vance Romero, Coral, and George. A lifelong Grass Dancer, he is also a member of the Dead Grass Society of the Fort Berthold Reservation in North Dakota.

Throughout his life, Rusty has proudly represented the MHA Nation and his family across the United States and Canada through culture, leadership, and community involvement.

🎤 “Many Nations, One Drum” 🎤

Honored to share and celebrate the announcement of another respected voice joining the 2026 UTTC International Powwow — Charlie Moran Sr. (Shishii).

Charlie Moran Sr., whose Hidatsa name is Shishii, carries a legacy rooted in culture, language, and community. He is from the Flint Knife Clan and a child of the Dripping Dirt people of the Hidatsa and Mandan. He is Hidatsa and Mandan from the MHA Nation and also from the Turtle Mountain Band of Chippewa.

A proud United Tribes Technical College alumnus, Charlie graduated in 1985 with a certificate in Welding. He has dedicated decades to preserving and teaching Native language, traditions, and culture — including 12 years teaching Hidatsa language, customs, and traditions at New Town Public School and 37 years working with the youth of Fort Berthold.

For 36 years, Charlie has shared his voice as an announcer for powwows, Indian relay races, rodeos, sporting events, and gatherings across Indian Country.

We look forward to welcoming Charlie Moran Sr at the 2026 UTTC International Powwow. ❤️🪶

Charlie currently serves as an instructor at Nueta, Hidatsa, Sahnish College in New Town, North Dakota, where he teaches Native American Studies. Prior to this role, he taught Hidatsa language, customs, and traditions at New Town Public School for 12 years. Altogether, he has dedicated 37 years to working with the youth of Fort Berthold.

A proud alumnus of United Tribes Technical College, Charlie graduated in 1985 with a certificate in Welding. He also attended Fort Berthold Community College and Minot State College.

For the past 36 years, Charlie has been a respected announcer for celebrations (powwows), Indian relay races, rodeos, sporting events, and community gatherings across Indian Country. He has announced for numerous events including Crow Fair, Fort Totten Days, Poplar Indian Days, Cannonball Celebration, Yorkton Tribal Council Powwow, Prairie Band of Potawatomi gatherings, and many more throughout the United States and Canada.

TOTALLY TRIBES' TUESDAY - 1972

United Tribes constructed a powwow dance arena in the summer of 1972. UTETC Support Services Manager James Eslinger reported to the board about recent changes in work in the support services area. One example he gave was “construction of a powwow bowery.” A staff labor force, supplemented by personnel from a manpower development project, built the arena at the center of campus, on what was formerly the Fort Lincoln military parade ground. The dance area measured 150 feet in diameter. Later, in 1989, it was enlarged to 190 feet in diameter.

2026 United Tribes International Powwow Emcee — Whitney Rencountre II!

Whitney Rencountre II, Crow Creek Hunkpati Dakota, serves as the CEO of Crazy Horse Memorial and is recognized across Indian Country as one of the most respected powwow emcees today.

Whitney has emceed powwows throughout the United States and Canada, including the United Tribes International Powwow, Black Hills Powwow, Shakopee Mdewakanton Sioux Community Wacipi, Prairie Island Dakota Wacipi, Muckleshoot Powwow, University of Oklahoma Powwow, UC Berkeley Powwow, Lumbee Nation Powwow, and many more.

In 2024, Whitney received an Honorary Doctorate Degree from Black Hills State University. He is also a former Chairman of the South Dakota Humanities Council and Visit Rapid City and spent 11 years serving Native youth as Director of the Ateyapi Program.
